Time wanting

Under these circumstances but for the objections that have been brought to view, supposing the plan of universal admissibility not approved, an obvious course, and one that under the recommendation of custom /usage/ seems not unlikely to be pursued is the remuneration plan here contended against. For this it will naturally be said threatens to be the labour of /occupation for/ a large portion of a mans life: labour too severe and long-continued to be submitted to without retribution: especially by the exercise of a function to which so few can regard themselves as competent and amongst them still fewer who being possessed of adequate talents will not prefer the giving to them some lucrative exercise in preference to one which though /so preeminent/ in importance superior to all others has neither emolument nor power attached to it.

In support of /Supposing that corruptive plan proposed, in support of/ that corruptive plan the abovementioned circumstance of the quantity of time necessary will naturally be brought forward and held up to view. But how relevant and urgent soever the deficiency in the quantity of applicable time /want of time/ is in the character of an objection to the admission of /giving admittance to/ a draught from any Member of the ordinary Legislature, it has no application to the question whether extra remuneration at an extra expence to the public shall be employed for the obtaining compositions of the sort in question from other hands.

    In the case which under the sort of government in question is most likely /may at first sight seem/ to be exemplified the special remuneration plan with its evil effects as above indicated is not likely to have place. This is the case in which the original draught has for its authors a select Committee from the body of those to whom the consummative power belongs or at least the most effective share in it. But in this case the conjunct dominion of sinister interest and interest begotten prejudice and the other causes of relative inaptitude is uncontrouled and all powerful: the security afforded by the universal admission of all competitors for the initiative function being in this case by the supposition in this case excluded.

    Nor upon a nearer view, is this case so likely to be exemplified as at first sight it will be apt to appear to be. For, in the case of a proposed code of the sort in question - a Code all-comprehensive and rationalized, although the consummative power can not but be in the hands of the whole legislative body, it follows not that the preparation of the original draught must be or with propriety could be in the hands of a Committee of that same body, as such. Two years is the duration of the Anglo-American Congress. Two years is the duration of the Spanish Cortes. But, for /in the case/ a work of such magnitude as the one here in question, to say /determine/ that it shall be finished in such a portion of the term of two years as shall leave a sufficient portion for the exercise of the consummative power in relation to it would be to produce /establish/, as the in so small degree probable result either non-performance or through precipitation unapt performance or even non-performance.

    The English is the Government by which under circumstances peculiarly favorable this concern has been carried on, without need of any peculiar degree of skill, with peculiar felicity and profit: witness the áœá55,000,000 annually shared: the labour of about a hundred millions of human beings in Hindostan having for some time been added to the stock In support of misrule and its attendant miseries, religion is there employed with brilliant success against that morality by which happiness in this life is produced; and law has been brought to that /worked up to such a/ state that in its weakness the people find /behold/ the only cause /circumstance/ by which their condition is distinguished to its advantage from that of the poeple in the worst governed states /communities/.

    So vast is the quantity /mass/ of the matter of wealth that has been converted into the matter and instrument of corruptive influence /object /support/ of sinister interest/ and the source and support of sinister influence that by the mere prospect of a share in the particular and sinister interest in the profit of the sinister partnership concern a large proportion capable of amounting to a majority /perhaps not much less than a majority/ are led to contribute each of them to the sacrifice of his share in the universal interest of his own right and proper and exclusively permanent interest: and, by having all along for its support a correspondent body of interest©begotten prejudice, original weakness carefully nursed /nurtured/ by exclusion of mental /intellectual/ culture or application of culture worse than useless together with authority©begotten prejudice growing out of these other sources of delusion, misrule with its attendant miseries is there more firmly seated than in any of those countries in which it is most afflictive.

    If therefore any such desire should ever really be entertained as that excess, waste and peculation in this shape should be prevented - in the first place extra remuneration will be confined to extra meritorious service: in the next place no such extra remuneration will ever be conferred but upon proof made proof made of title to such extra remuneration as of title to an estate: made not only with equal publicity but with publicity more anxiously[?] and more effectually secured in this than it has ever hitherto been in that case. And in these conditions in the hands of a British Monarch the faculty of extra remuneration for extra meritorious service may with justice be /reason be/ regarded as being in a higher degree conducive than prejudicial to the universal interest.

    At an immature state /stage/ of society and government every thing is arbitrary punishment as well as pardon and remuneration: as improvement advances which it will not which it will not do as much so long as sinister interest in high places which has everything to lose by the advance can help it, pardon and remuneration will be subjected to the rules of evidence, as punishment and title to property are at present: but by that time, to rules of evidence, somewhat less inconsistent with each other and with the ascertainment of truth than those[?] which are in use at present, and have had no such object /have not had for their /in a/ principal end of any degree for their end/, but on the contrary the sinister interest of those by whom they have been framed.
