Thus stand displayed the causes by the joint application of which in the case of a work of the sort in question its probable degree of appropriate aptitude is diminished, in the case where the draughtsman by whom the initiative function performed by the drawing of it is either a sharer /either has himself a share/ in the correspondent consummative power, or as he can scarce fail to be is operated upon the influence of those by whom, on the occasion in question that power will have to be exercised

But, the greater the number of those at whose hands proposed original draughts for the purpose in question are invited, /invited, under the assurance of their being noticed/ the greater the number of those by whom the invitation will be more or less likely to be accepted the greater the number likely to be sent in: and the greater the number sent in, the greater the probability that among them will be some one in the instance of which the elements of appropriate aptitude exist in the largest proportion that the state of the human mind in the age /at the time/ in question admitts of.

    The usefulness of the open mode and at the same time its undangerousness being thus

    manifest, a natural question is how happens it never to have been any where in use?

    Natural enough this question: nor is the answer a difficult one. In the prevalence of

    the interest of rulers in the breast of rulers over the interest of subjects /the people

    subject to their rule/ may be seen the solution of this as of so many other problems.

    The smaller the number is of those who are admitted to the exercise of the initiative

    function, the greater /more efficient/ is the power of those by whom the consummative

    function /power/ is exclusively exercised. If a law or a measure be unacceptable to you,

    prevent it from coming in you get rid of it with much less trouble than if after

    suffering to come in you had had to apply your strength to throw it out: and the smaller

    the number is of those to /by/ whom the faculty of bringing in any such law or measure

    is possessed open/, the less the greatest difficulty you can experience in your

    endeavours to keep it from being brought in. The most obvious and simple course is

    manifestly the confining the faculty of introducing a law or measure to those on /by/

    /to whom/ /all/ or on a majority of whom appertains the faculty of giving binding force

    to it Give the initiative function to a single person, excluding from it at the same

    time all those by a /to whom or a/ majority of whom the consummative power appertains,

    you put it in his power to reduce theirs to absolute nothing. Give that same initiative

    function to a single person without the addition of any such exclusion, their power is

    not destroyed indeed: but still it is to a certain degree weakened.

    The more absurd the opinion, the more the number of opponents which it would be liable to find and the warmer the opposition on the part of evil[?] it would be apt to find. But the hotter the opposition the warmer would be the resentment kindled by that opposition: and the hotter the resentment the sharper the suffering which in the name of punishment it would, in so far as it were in its power, inflict for the gratification of that passion: and thence it was that the more absurd the opinion the graver the imputation cast on him whose offence consisted in the not embracing it.

    The more absurd the opinion the graver is the offence imputed to him who refuted it. For, the more absurd the opinion the more and warmer the opponents: the warmer the opposition the warmer the resentment kindled by it: the warmer that resentment the greater the suffering which it would seek to inflict.
