One thing to be considered /consideration to be attended to/ in this view, is - that in this, as in other cases, the less the demand for design - the less the necessity of design to the production of the result, the less conclusive is the evidence by which the existence of the design is indicated by the existence of the result. +

For /In/ the production of the leading arrangements - the broad /large/ and characteristic features or feature of the system - such as the exclusion of the parties from the presence of the Judge &c. - and the substitution of the written tract of knowledge to the oral comments and confessions of parties - it can scarcely have happened, that design should have been without a leading share. But these essential points secured, the main end would scarcely be but served by the deepest design, than by accident imbecility and negligence.

Creation thus /once/ accounted for and explained, preservation presents no /not the slightest/ difficulty: in the psychological water[?] /world/, the power of the [...?] inertia is not less mighty than in physical /the than the physical/. Whatever works, under the span of sinister interest, design aided by imbecillity, have been able To erect "set up" habit and prejudice, with the support of the same ever watchful /all-powerful/ interest, care never faced any difficulty in keeping up in fact.

    What then? To counteract throughout the interests - to frustrate the universal wishes of mankind - could such a work thus arduous[?] to the result in any degree of accident was not design deep design /the deepest/ - was not any thing less than the most consummate and constant /preserving/ artifice any thing less than necessary altogether necessary? necessary, on the part of all persons - in all causes and at all times? what was necessary was power: and this was all.

The more compleat /reacts from sense/ /unintelligible/ the nonsense, the more injurious, the more vulnerable, and when backed with irresistible power the more awful as well as [...?], the science.

    To cleanse the stable of Progress[?] required heroic, almost superhuman powers: to fill it was matter of no such difficulty, no beast too dull not to be capable of contributing his share.

    The foundations of the technical system were laid everywhere in the gloom of general ignorance: when printing was unknown, and when writing the art which embraces all other arts was practiced scarce by any /by few indeed/ but those who in this way or in some other way, abused it. Stupidity, under the guidance /direction/ of interest was sufficient to rear the /for the rearing of/ the fabrik: prejudice the offspring of sinister interest, prejudice with or without its parent, has been, and would for ever be, sufficient for the preservation /upholding/ of it.

    In these several ways it is that security which in the character of psychological means serve for /to ensure/ the forthcomingness of a witness of personal evidence, serve /operate/ by the intervention and instrumentality of his physical powers, in the character of physical means for securing the forthcomingness of the /an/ article of real evidence of which he has the custody.

    Last and most efficacious as the list of ordinary securities or means comes the physical expedient of corporal caption and adduction, an expedient applicable with much less difficulty and delicacy to things, than the persons - to a source of real than to a source of personal evidence.

    In this shapes as in others, transgression may be the result either of design or of negligence.

    Of design it seldom is but for the purpose of some special sinister benefit, most cases merely in the shape of pecuniary advantage: having for its efficient motive /cause/ the interest of the purse: though in this as in other cases it is capable of being produced by sinister interest in any other of its shapes.

    The case in which on the part of the actor [...?] it has negligence for its cause is the case in which by far greatest quantity /largest proportion/ of the mischief produced by official mismanagement is produced. It has for its accompaniment in the intellectual part of the human frame, imbecillity understand non relative imbecillity; and for its efficient /principle/ motive, love of ease - the interest of the pillow.

    To the superior in office, from the inferior functionary his subordinates, habitual /regularly and constantly/ misrepresentation, pour in /is delivered/ in volumes. Is it that he has prescribed it/ is it with him that it originated? No: neither of the particulars of the falshood thus regularly served up /[...?]/, has he any distinct knowledge. What he knows of it is that of /in/ the whole taken in the aggregate, falshood exists in a proportion more or less considerable; but in what particular quantity or of what particular quantity, he neither knows nor cares.
