The praise of probity and the joint praise of sagacity and liberality - between these two praises he has to take his choice.

An engagement is a sacred thing. one enjoyment /Contract/ is the main[?] foundation of justice Fiat justitia, neat[?] coelum[?]

It is with engagements as with the sabbath. "The sabbath was made for men, not man for the Sabbath." And so is it with engagements. Salus populi suprema lex estu[?].

Taking one of these aphorisms for the exergue of a guinea /half penny/ on the face of it, the other on the reverse, a man might toss up, heads and tails /cross and pile/. Whether heads /cross/ turn up of tails /pile/ the politician /our Machiavel/ finds himself equally at his ease

    After shewing how the doctrine is [...?]ld to the Defenders of abuse; and the lawyers or the time serving politicians are bound ever to them

    This device is suited most admirably suited to the purpose of the time serving the distinctest politicians nothing can be better /more admirably/ suited than thus device on which ever side of the argument this interest has happened to place time

    Throughout the whole field of government legislative included his interest - thence his wish and his /upon every favourable/ endeavour is that the conduct to be pursued shall be remain in a state of uncertainty as compleat as possible, that on each question in the highest possible degree he may feel himself at liberty to take any given line of conduct or its opposite, by which soever of the two it may happen to the interest of the moment to be best served not only to this or that particular branch or article of law, but the whole compass of the law he would be glad to find standing The sort of engagement in question is of that stamp that if spread over any considerable extent in the field of law not only the well-being but the very existence of the community, whatsoever be that community would be incompatible with its observance.

    This being not only strictly true but manifestly true, to state it and extort for it /in its behalf/ the assent of every reasonable being [...?] with him at any time.

    Here than, so sooner does any mischief present itself which calls for the breach of this mischievous /pernicious/ /untenable. engagement present /shew/ itself than he finds himself at liberty not only to take which side best suits him /he pleases/, but in doing so to be not only exempt from blame /blame-proof censure-proof/ but secure of praise.

    On lawyer's slang if lawyer's slang must be said - in the language of mischief - every such engagement is in its nature void.

    What then? is it then that no such incorporation ought to have taken place? or that in the taking place of any such incorporate union no engagements ought to have been entered into? No security for the Minor

    In case of inequality (and always without inequality no such incorporation ever took place or will take place) in case of inequality shall no security be given to the minor kingdom /state/ against the overweening /irresistible/ power actuated by /force of/ the predominant interest by which after the incorporation that which was the major state will not /the probity of the majority of the rulers natures[?] as they will actually be of/ cause[?] to be affected?
