Lumping-classifiers, or Crafty-Generalizer's device, or Discrimination-extinguishers or corruption-screener's or Corruption-cloakers Device or Distinction-confounders device

Nomenclature, in so far as the name is any thing more than [...?] is called a proper name - the object named /any thing more than/ an individual name, is classification: classification is has been shewn elsewhere\T (+)T\, is among the instruments of government /if by government is government./ applied to the individual object, a generic name attached proformed[?] by competent authority, attaches to the individual object or groupe of objects whatsoever properties stand already attached to that name: if the individual be a person if the class be a class of persons it attaches to all individuals belonging to that class whatsoever portions of good and evil stand already attached to whatsoever individuals that name is applicable to. To the condition of all persons /individuals/ to whom by judicial authority /appointment/ the name of felons shall have been attached, the law has attached punishment in certain shapes: to the condition of all individuals, to whom by appropriate appointment, the name of Members of Parliament shall have been attached, the law has attached certain powers: to /power in certain shapes: to the condition of/ all individuals to whom by royal appointment the name of Lords Commissioners of the Treasury shall have been attached, the law has attached certain powers and certain emoluments. /power and emolument /reward/ in certain shapes./

    This is the Lumping Classifiers device carried to its highest pitch of efficiency and perfection: the term employed by him being of the most ample extent which the language of the subject affords: such as /for instance/ The Law, The Government, The Constitution.

    Bring to view a defect in any /arrangement belonging to any one/ of the systems so denominated the man of fallacy, the man of fallacy to the name of the particular arrangement substitutes the name of the most extensive /name of the/ system to which the arrangement belongs. We thereupon exclaim You are an enemy to Law, to Governmentt, or to the Constitution, as the case may be: and under the shelter of the fallacy he himself acts as your enemy, and by the power[?] exercised by him under the name of Law, Government and Constitution plunges you perhaps into immediate misery terminating only in death.

    For this purpose, the appropriate means are already sufficiently known and approved by experience: a lion's mouth, so the phrase has been, into which, whatsoever note of information is dropped, shall be sure of finding its way into his hands. But, will he have at all times leisure and inclinations to look at the whole of it? This will depend upon accidents. But if the case is, and is at the same time known to be — that the letters thus addressed will be drawn out by lot — the effect, in the way of prevention, by intimidation, will be little if at all less than if it were known that no one of them would escape his eye. A device, in this case to be guarded against, is by, or by procurement of, one individual, letters draft in, as if without conceit, by several individuals: nor to the multitude of these counterfeits can any determinate limits be assigned. As to calumny, one condition there is, by which danger from that source would effectually be excluded: this is that, on pain of neglect or even punishment, the name and address of the informant he attached to the information: for, in that case, no mischief could be produced without being effectually responsible for it. Whether from a person unknown, any such information should be admitted to a chance of being attended to — is a question that seems scarcely capable of being answered with propriety by any general rule. The difficulty will be for the rule in question, exposed as he is to delusion by an abovementioned device, so to master himself, as to make sure that information so circumstanced, shall be employed by him asa ground, for examination merely, and never for decisions. nor, in this case, will it be easy to prevent the giving to an information derived from a high source the appearance of being derived, as above, from various sources;

    As by this means /instrument/ that power that belongs to the political sanction is exercised, so by the same means /instrument/ is the power that belongs to the popular or moral sanction exercised: it is exercised in a man favour, by attaching to his proper name a generic name of esteem: it is exercised in his disfavour by attaching to his proper name a generic name of reproach

    Of this we have seen instances under the head of Personalities vituperative and Personalities laudative

    To lessen the estimation in which a man is held and by that means lessen the force with which an argument from him may operate on other men by the influence exercised by it in the next derivative judgement as it may happen to them to form in relation to the subject matter in question, a generic name of reproach as above is attached either to the individual himself, or what comes to the same thing to the measure or arrangement he is occupied in supporting, or the argument by which he is supporting it, and thus by this fallacy the power of the popular or moral sanction is abused, and applied to the purpose of deceit.
