The position announced to you in this Chapter, /Section/ has already received its proof. Amongst the mischiefs /of the foulest evils inflicted/ done by the claim to the Constitution to the whole frame of government, the one last mentioned, /submitted to you,/ was the consumption of the time employable /applicable/ by the Cortes to the purpose of carrying on the business of the government. Of the sensible mischiefs necessarily resulting to you and your affairs from the deficiency thus produced some conceptions were on that occasion endeavoured to be conveyed to you: a concession necessarily inadequate, since neither to the variety of the forms in which evil might come to be produced by the operation of these causes, nor to the total quantity of it could any hand whatsoever be assigned.

Letter 5: Submission Impossible The Causes of Ultramarian repugnance I see in the following evils following The evils /causes/ in question may be thus designated.- Cause 1. The new lights and the arrangements made in the Code itself The Spanish Constitutional Code suffices to preclude submission in the forms following. Lights exclude blind submission. Cause 2. The whole of the Ultramarian Revenue placed at the command of the constituted authorities in Spain Revenue, all to Spain. Cause 3. To the dominion. Appeals from Ultramaria to Spain would be necessary: to Ultramaria they would be a grievance unendurable. Appeals unendurable. Cause 4. By distance from the seat of European Government adequate redress of grievances from misconduct of subordinates is rendered physically impossible. Redress of grievance impossible. Cause 5. By the dominion every Ultramarian Province would be rendered a prey to /on the occasion of/ every Spanish war with any other Province or with any foreign State. Ultramaria a prey to Spanish wars. Cause 6. Under the Code Ultramarian stands precluded from all exercise of even subordinate legislation: thence from all improvement, as well as from all redress, except from /by/ resistance. In a word if Ultramaria or any province of it can be well governed without a legislative authority, within itself /its own territory/ why can not Spain be as well governed in the same manner? This is a question which could not fail to present itself to one who is from the birth - no observor altogether free from all cause of partiality /partial affection towards/ either to the prejudice of the other. And with it regarded as probable or so much as [...?] possible, that it should not present itself to the country which will see itself deprived of this benefit while another is in full enjoyment of it? Spaniards! on this occasion as on so many others think whether by shutting their own eyes, or even by shutting yours if you will permitt it /them/ against the /any/ sufferings which they inflict on /of these they [...?]/ your distant kinsmen, it be in their power to stand against these same injustices /sufferings/ the eyes of the sufferers themselves!
