'.10. No improvement or redress for Ultramaria.

But on that same occasion for the purpose of bringing to your view this additional mass of evil that would there be thus imposed upon you by the dominion of your rulers over Ultramaria supposing the claim successful, it has already been necessary for me to prove to you from the Code, that under it no act of legislation, not even of subordinate legislation, could consistently with the arrangements made by it in relation to this head, be exercised in and for your Ultramaria or any part of it.

When on that occasion the comparatively lawless state in which these vast territories with their inhabitants are /were/ thus undertaken to be placed were brought to view, it was for the purpose of shewing in what way the vast load suffering there could not but be heaped in a direct way upon them could not but fuel in a less direct way be pregnant with suffering to yourselves.

The purpose for which your attention is now requested for for which that same state of things is that some conception may be formed by you of an ulterior and perfectly distinguishable mass of evil that could not fail to be brought down upon you by the operation of that same cause. I mean the evil that you would have to suffer from that resentment on their part, which the sense of so all comprehensive and intolerable an evil as would be the result of their being placed for evermore in a state at once so helpless and so degrading and so hopeless could not fail to be productive of.

    That of which neither on that nor on any other occasion could any tolerably adequate conception be conveyed to you nor the nature and magnitude. Of the evil liable to be produced by a deficiency of the quantity of the time capable of being applied by the sovereign body to the execution /transaction/ of the public business to the fulfilment of its duties towards you its constituents. That of which not only conception might be conveyed but of which proof might be given and of which proof was accordingly given over /submitted to you/ that the utmost quantity of time, which even supposing no such dominion either exercised or claimed, that sovereign body could under the Constitution have at command for the due exercise of those /its/ functions could have at command could not finally be regarded as sufficient. Thereupon another positive proof of which was also thus submitted to you was - that from Ultramaria, in so far as subjected to the dominion of the Spanish Cortes, from Ultramaria supposing the dominion submitted to [...?] the Code accordingly therein received a Law, demands to an indeterminate but vast extent could not fail to be made upon the Cortes for its time: demand to which no satisfaction could be afforded, otherwise than in so far as of the quantity of time necessary /capable of being applied/ to be applied to the affairs of Spain and Spain alone, necessary a power of address to the unmeasurable and incalculable mass if not above mentioned /brought to view/ a portion was taken from you and your affairs, and to that already unmeasurable mass of evil, to another unmeasurable mass thus added.

    Of the evils which the dominion could entreat upon Ultramaria upon every part of Ultramaria that was subject to it some conception /view/ has been presented to you: a view to a vast degree imperfect and inadequate, yet still I can not but flatter myself such a will in your eyes be sufficient for the purpose sufficient of itself to warrant the practical criticism which the title of those pages expresses.

    In imposition of these evils, for the purpose of [...?] the Ultramarians to pay willing submission /obedience/ to the dominion, what is it that they have to offer?

    Whatever it be, if it be it in the colours of good that it presents itself, those coulours: judge whether they can be other than delusive.

    The Constitution! the Constitution! this is the good this is the blessing! the matchless blessing which they will offer to Ultramarians, are more a compensation for evil not only the shape in which it has been already presented to your view, but an evil in all other shapes that can be imagined.

    The position announced to you in this Chapter, /Section/ has already received its proof. Amongst the mischiefs /of the foulest evils inflicted/ done by the claim to the Constitution to the whole frame of government, the one last mentioned, /submitted to you,/ was the consumption of the time employable /applicable/ by the Cortes to the purpose of carrying on the business of the government. Of the sensible mischiefs necessarily resulting to you and your affairs from the deficiency thus produced some conceptions were on that occasion endeavoured to be conveyed to you: a concession necessarily inadequate, since neither to the variety of the forms in which evil might come to be produced by the operation of these causes, nor to the total quantity of it could any hand whatsoever be assigned.
