Not to speak of the evils in question if actually suffered, think but on the indignation which the bare anticipation of them would excite in your breasts if you yourselves were placed in the same situation in which the Code undertaken to place your kinsmen in Ultramaria. What would be your feeling if told that in the event of another invasion from France you could /should/ not have an additional man or an additional musket cannon or barrel of powder to defend yourselves with nor an additional real to buy rations and cloathing with, unless and until you had obtained leave to that effect from Chile or Peru? What would be your feelings if you were to understand that through /in consequence of/ the badness of the roads in one of your provinces the people were starving by thousands for want of that corn of which in another province there was such a glut, that it was not worth gathering to those who might have it gratis, not an additional share could be laid upon any of your roads without leave from Chile or Peru or Chile as above?

A system of oppression such as this would it not of itself be sufficient to place each of you according to his temper in a state either of despondency or of rage: of despondency if the above were regarded as not susceptible, of rage if it were regarded as susceptible of remedy by insurrection? Would not the return of the so lately excluded disposition be longed for as a remedy, instead of being deprecated as the sum and substance of all evils?

    So much for the profit side: now as to the loss side: namely the expence. The expence being the first /article/ in the order of time, should on that account have been in the first instance brought to view. But in the profit real or imaginery, you have the inducement - the sole inducement to the expence.

    Barbary is next door Morocco is next door. Distance much less from /between/ Spain to many a part of Barbary to many a part of Morocco, than from /between/ many a part of Spain to many another. Distance meaning in place: and the distance in time shortened /rendered short //abridged// / by that element which has no roads in it.

    Compared with a voyage to Peru or Chile what is the length of voyage to any part of Barbary or Morocco? What therefore the expence of it.

    But on that same occasion for the purpose of bringing to your view this additional mass of evil that would there be thus imposed upon you by the dominion of your rulers over Ultramaria supposing the claim successful, it has already been necessary for me to prove to you from the Code, that under it no act of legislation, not even of subordinate legislation, could consistently with the arrangements made by it in relation to this head, be exercised in and for your Ultramaria or any part of it.

    When on that occasion the comparatively lawless state in which these vast territories with their inhabitants are /were/ thus undertaken to be placed were brought to view, it was for the purpose of shewing in what way the vast load suffering there could not but be heaped in a direct way upon them could not but fuel in a less direct way be pregnant with suffering to yourselves.

    The purpose for which your attention is now requested for for which that same state of things is that some conception may be formed by you of an ulterior and perfectly distinguishable mass of evil that could not fail to be brought down upon you by the operation of that same cause. I mean the evil that you would have to suffer from that resentment on their part, which the sense of so all comprehensive and intolerable an evil as would be the result of their being placed for evermore in a state at once so helpless and so degrading and so hopeless could not fail to be productive of.

    Think too of the expence at which a ticket in this lottery would have to be purchased. To any one of the four thousand Frenchmen (the number I have seen mentioned at present as settled in Madrid the price might not perhaps be excessive. But the less the expence the greater would be the demand for /upon/ the available time, that demand which consistently with the unaccountability establishing Article (Art. \ZS\) it would be impossible to stop, while a moment of time remained during which it might be presented.

    As to the expence in Ultramaria on the head of a foreigner settled at the time in Chile Peru or New mexico, suppose the ambition of acquiring the distinction to spring up.- Think of the expence that would /might/ be necessitated by the proof of presenting evidence - appropriate and adequate evidence of the matters of fact of which [...?] alledged qualification were composed.

    The Petition, from whatsoever quarter of the world presented the facts alledged in such Petition, in what manner /which of two ways/ would the Cortes pronounnce its decision? with evidence in support of the several alledged matters of fact, or without any such evidence? If without evidence, the effect intended from all the complex system of qualifications positive and negative would fall to the ground: of all its effects the most important would be the system of falshood and habit of falshood /insincerity/ to which it would give birth, the allegation would be - as the pleasure is - never matter of force: that is /in other words/ the privilege /distinction/ would be given /granted/ to every one who would utter a string of lies for the practice of it.

    But if not without adequate evidence - especially if like the claim to Senateship the claim in Spain to Citizenship were exposed to litiscontestation, think once more my friends of the demand presented from the same action to your rulers for their official time.
