ChIV. Means of Effectuation Inducements to §.3. Settlers with Capital

In this character no individuals in particular, are (it seems) as yet in

contemplation. But from long and repeated experience, an assurance has been

formed that a number greater rather than a number less than what would be useful

and is desirable, would be likely to repair to the spot fixt upon.

    7. Assurance of the existence of a Newspaper to be set up immediately on the

    landing: with such assurance as can be provided for the liberty of the press: -

    and that - not merely against the Governor; but also as against the Editor,

    supposing him to edit the paper on his own account, and without being in a state

    of known dependence, under the Governor. Provision against this abuse would be

    matter of no small difficulty, and to be rendered effectual would probably be

    found to require arrangements running into considerable detail

    §.1. Grant of land to the Company from the Sovereign power of the Mother-Country

    §.2. Formation by the Company of a capital say of £500,000, to be employed as a means with reference to the above special ends.

    §.3. Division and dispersal proposed to be made of the land forming the subject matter of the grant.
