    What is there in you that should render public virtue in you inferior to what it

    is in them? That which in them has for so many years been uninterrupted practice

    /to you is there any thing in it that/ is it impossible to you? is not their

    2. Observations made on the conduct of men and particularly men in ruling and other influential situations under such Constitutions as have had for their object or end in view the greatest happiness of the greatest number.
