'.3. Reasons what

He leaves it to a Member of an English Parliament at the very moment of pocketing money /in vast sum/ for services which he stands bound to render gratis, to protest that money is of no /not of any/ value in his eyes /to him/ and that /nor his/ self-preference has no /any/ place in his breast: and to be eager to stand to be shot at for the hope of destroying the life of any man who should /any man dare/ ascribe to him a system /principle/ of conduct without the prevalence of which the species could not for a twelve month together have continued in existence, to be eager to expose his own life to destruction rather than not take an equal chance for destroying that of the object of his /the/ vengeance - of the rage kindled by that offence.

It follows that to find a sufficient reason for forbearing to render the distribution of property at all times conformable to the strictest /absolute/ equality unless it be for reasons referable to Constitutional law it will be necessary to correct the distribution that would be required by this particular end of law were it the only one by a reference to some other end. This other end may accordingly be seen in the end to which in the list of particular end the precedence has been allotted, as above. But to show in detail the conditions of the requisite limitation would lead us too far from the design of the present pages.

The case is - that if to practicable equality absolute equality were to be substituted, the effect would be that instead of every ones /individuals/ having an equal share in the aggregate subject matter of property, no individual would have any share at all.

    2. Remain to be considered the interests of individuals separately

    taken, considered in the character of persons capable of entertaining the desire of

    becoming Competitors.

    If the consideration of this interest is to become prevalent, observe

    the practical arrangement the necessity of which is assumed by it and involved in it.

    For the purpose of letting in all individuals without distinction to become

    Competitors for a share in the mass of emolument in question the amount of it must be

    levied by a Tax or mass of taxes: by Taxes the burthen of which must unless an

    acknowledged principle of Taxation be for some unassigned reason departed from be

    imposed in equal proportion upon all individuals alike without distinction on the

    ground of sects or age or any other circumstance.

    But the class of persons to whom upon this supposition the chance of

    benefit would be opened, can never be so extensive as the class of persons on whom on

    this same supposition so many shares in the burthen would be imposed. The result

    would be therefore that for the purpose of affording to the comparatively few a share

    so many shares in a benefit to a given amount a burthen to a correspondent and equal

    amount would be to be imposed on the comparatively many. For example for composing a

    mass of benefit from all participation of which the class of females in a single

    state and the class of non adults would necessarily be included a burthen to an equal

    amount would be imposed - a burthen of which these two classes repectively would be

    subject to their full share.

    Of the proposed arrangement involved in the objection here /thus/

    endeavoured to be answered what was the object or end in view? Answer Equality in the

    distribution of benefits and burthens. But what will be the result? Answer Not

    equality but the reverse.

    In the instance /case/ of each individual, a particular period /point of time/ there

    is at which, without defalcation made from security in his instance, or in the

    instance of any other individual, a distribution may be made his properly may be

    subjected to a distribution or other disposition, whereby, according to the amount of

    it, equality will be promoted, advance towards absolute equality may be made.

    This time is the time of a man's death. In his instnce, no such evil is produced,

    for he is no more. In the instance of no other individual if, in this instance,

    sufficient and effective care has been taken to exclude expectation, no evil will

    /evil/ be produced: for the only evil incident to the case is disappointment, and, by

    the exclusion of expectation has been excluded.

    Whatsoever be the amount of a man's property, if, within a certain distance from him

    in the line of natural relationship, relation of his, knowing themselves to be such,

    and known by him to be such, are in existence, the /an/ expectation of possessing, at

    the time of his death, the whole, or a portion more or less considerable, of that

    property, (with the exception of such part, if any, as it is known will terminate at

    his death,) will, in proportion to their several degrees of propinquity and

    correspondent amity, be /entertained: that is/ in the instance of such of them as, in

    respect of age and other circumstances, are capable of entertaining expectations of

    In regard to the providing a political community with an all-comprehensive and rationalized code having for its object the greatest happiness of the greatest number the difficulty lies not on the side of the composer /draughtsman/ but on the side of those to whom it belongs to give acceptance to the draught. /As to the furnishing it/ In the present instance an individual there is who is actually in a state of ample preparation for the furnishing of such a draught: and at any rate so far as depended upon endeavours there could not in the nature of the case be any ultimate want of others who at the same price would be eager to perform /undertake/ the work /the task/: motives adequate to the production of the act have place in a sufficient number of human breasts. Not so as to the act of giving it acceptance. One such community alone there is in which any such acceptance could be given by rulers without working against the current /stream/ of /ordinary/ personal interest in the direction in which it runs in the ordinary state of things. By this interest in the ordinary state of things they stand engaged and necessitated to take and keep in their possession at all times the sweets of government, and in particular money, in a quantities /quantities/ in which it is impossible they should possess them /they can not be possessed/ otherwise than by the sacrifice of the greatest interest of the greatest number to the pursuit thus made of their own particular happiness. To produce the /any such/ effect /as that/ in question what is requisite is a state of things such that in it in the instance of a sufficient number of the persons in question each ones share in the universal interest should be of greater value than his share in that particular and sinister interest.
