Sinister Interest.

Put this analysis of sinister interest after or before the case of singleness?

Such being the exposure to sinister interest taken in the aggregate, a question that can scrace fail to present itself is © what shapes /what are the shapes/ do these sources of [...?...?]? /present themselves?/ /operate?/ To this question some answer can scarce fail to be expected.

These interests may be distinguished in the first place into sinister interests of universal application, and sinister interests of local application

Sinister interests of universal application may be all of them be comprized /comprehended/ under two heads: namely 1. Statesman's sinister interest and Lawyers's sinister interests.

In all these several cases /situations/ the sinister interests themselves are much the same. they have their root in that nature which belongs in common to the whole species, the [?] Springs of action The difference consists principally if not exclusively in the occasions which different situations afford for giving effect to those sinister interests which

    As to the choice of hands here follows expressed in the fewest words possible a general indication of the result of the present enquiry, expressed in the smallest possible number of words: an indication of the conclusions formed, together with a correspondently concise and compressed indication of the principal considerations by which these same opinions were suggested

    I. Conclusions

    1. Original Draughts, the more the better: so as to proposed alterations.

    2. For Draughtsmans service reward at the public expence none.

    3. For the original Draught, a Foreigner as such is likely to be most apt.

    4. For each original draught workman one only: it being known that there is but one, and who he is

    II Principal grounds and reasons of the above conclusions

    1. For multiplicity of competitors. The more the draughts, the greater the chance of having the best possible: and the more compleatly powerless the draughtsman is, the less his chance of his flattering himself with the hope of being able by means of his draught to give effect to any sinister interest or prejudice.

    2. For preferring a foreigner, exemption from native sinister interests and prejudices.

    3. For gratuitousness of the service, avoidance of inaptitude through favoritism, and precipitation: and of delay and final non-performance.

    4. For singleness. The more the hands, the less the responsibility: the less the force of the quondam power of public opinion upon each.

    the above are but faint anticipations. For placing all these several points in full light, considerable explanations will be unavoidable

    III. Aptitude and Inaptitude

    Chart of Misrule

    That the usefulness and importance of an exclusion so compleatly the reverse of /diametrically opposite to/ that which as yet has unfairly had place may /might/ be the more clearly understood /conceived/ and more [...?] comprehended, a thing to be desired would have been a compleat exposition /exposure/ of the several causes of relative inaptitude which have place in the case of all the several diversifications /modifications/ of /by/ which the situation of persons possessing or sharing in the consummative power in question is susceptible /diversified/: a statement of the several situations together with the several causes of inaptitude /sinister interests and interest©begotten prejudices/ which in the instance of the several persons by whom those situations are respectively occupied, will in the nature of the case have place and operate with effect /ought to be expected/.

    Of all these several causes of relative inaptitude taken together the tendency and natural effect is to cause the effect of the draught in question when sanctioned to give birth to such a draught as where sanctioned shall have the effect of sacrificing the universal interest to a cluster of particular and sinister interests including the interests of the several individuals having /possessing/ in a direct or more or less indirect way shares in the consummative power abovementioned: in other words to produce and establish a general system of misrule.ÁÁ
