In every government, with only the above mentioned exeption the ruling few with the assistance of portion more or less considerable of such of the influential few as are not of the number of the ruling few, are, ever have been, and ever will be continually occupied in the making of the sinister sacrifice.

With the exception of a headless Aristocracy, the examples of which past and present are too few in number and extent, and at the same time too incapable of encrease to present on the present occasion a demand for any further notice, all /every/ governments that is, has been, or ever will be are either pure Monarchy, a mixt Monarchy or pure Representative Democracy.

1. In a pure Represenatative Democracy the sinister sacrifice is to any considerable extent, manifestly impracticable: it is therefore never endeavoured to be made

In a pure Monarchy the sinister sacrifice is already consummated.

In a Mixt Monarchy, it is made by degrees by a junction /the joint [...?]/ between the Monarch and the Representatives of the people. Like the human body It contains in it the seeds of its own [...?], and sooner or later that [...?] is virtue and [...?] According to the mutual disposition of these two antagonizing powers /forces/ with relation to one another. As these two powers have a conjunct sinister interest, so has each of them a separate sinister interest. According as the one or the other prevails, they will at each moment of time be in a state of conflict or of amity. At a time of /In case of/ continued conflict the representati of the people, if they have the people on their side will rid themselves of the Monarch. If they continue in a state of [...?] they will go, making [?] on each occasion the sinister sacrifice, till at length the system of oppression and depredation being given institution, the people will rid themselves of both together and on the ruin of the Monarchic Aristocratical tyranny set up a pure democracy

    So long as they keep on foot any such restrictive /repressive/ /suppressive/ measures the representatives of the people demonstrate that their intention is with or without the concurrence of the Monarch to possess and exercise power altogether despotic and arbitrary

    Sooner or later Sooner or later the Constitution under which such measures have place is sure to terminate either in a Monarchical /pure/ despotism or in a representative /pure/ democracy: in the despotism if the people continue under subjection to it /the yoke/: in a /the/ representative democracy, if they rise and throw it off.

    For a time, shorter or longer according to the degree of maturity in the public mind the leaders, under whose guidance the change was made from the pure to the mixt Monarchy, will set bounds to the sinister sacrifice: while the memory of past sufferings is recent /sufferings are fresh in memory/, they will be content to barter power for security - for that security in which /they share with/ the subject many share with them: while the universal indigence will oppose to rapacity a considerable efficient check and even sympathy for the subject-many in quality of fellow-sufferers and fellow-actors will contribute its share in softening the harshness of the oppression they exercise /moderating the weight of their yoke/. But as in the lapse of time, the image of the former sufferings grows fainter and fainter, wealth under /in/ the comparative state of general security accumulates, and in a proportion more or less considerable the patience of the subject many changes into impatience from being fellow-sufferers and fellow-actors, become critics, censors and remonstrants, the quantity of the matter of wealth operating in the hands of the executive in the character of matter of corruption being at the same time continually upon the encrease and along with it, on the part of the peoples representatives the habit of receiving it and being governed by it, the Monarch instead of an adversary being all the while a confederate, the appetite for power and money bears sway in each breast without controul, and being [...?] by the matter of corruptive influence /with the matter of corruptive influence for a [...?...?]/, the result is a Monarchico Aristocratical yoke more afflictive because more difficult to shake off, than even a purely Monarchical one.

    Whether the Monarchy be pure or mixt the interest of the Monarch is essentially a sinister interest.

    Of every mixt Monarchy the perpetual tendency is to become a pure Monarchy: and in case of tranquillity, sooner or later such tendency can not consistently with the nature of man fail of being carried into effect.

    Of the sinister interest when coupled with adequate power capable of giving effect to it /to its tendency/ the ultimate effect is /may be stiled/ the consummation of the sinister sacrifice

    The consummation of the sinister sacrifice has place when by any addition made to the quantity of the matter of wealth endeavoured to be exacted for his own use from the other members of the community no further addition can actually be made: when taxation has arrived at its ne plus ultra™`.

    In every pure Monarchy taxation is at every point of time at its ne plus ultra™` with reference to that time.

    In a mixt Monarchy in which taxation has not yet arrived at that point it is still tending towards that point. It may have arrived at that point and still continue a mixt Monarchy. But as in this case there will be a continual striving to add to the quantity of wealth collected by taxation, and on the part of the people a correspondent repugnance and reluctance to /in the course of the endeavours to/ overcome /surmount/ that reluctance there will be many continual additions to the quantity of power: till at length all power of resistance being taken from all the other members of the community the mixt Monarchy will have been been converted /be passed/ into a pure one.

    For any length of time the forms of the mixt Monarchy may remain and will be likely to remain: but the condition of the people will not be in any respect the better for these forms. The forms of mixt government remained under the tyrant Caesars.
