But, it may /will/ be said, © there are the Representatives of the people © men chosen by the people for this very purpose: why not trust to them the composition of the Draught in its original state, as well as the consummation and sanctionment of it in its ultimate state

I answer

1. They can not have time for it: amongst them there can not be so much as one man who will have time sufficient for it. The service performed by the composition of the original draught of an all comprehensive as well as throughout rationalized body of law is an extraordinary service, if there be a service to which that epithet is applicable: It is for ordinary service © for the current service of the [...?] that they are appointed: and by no one bt whom any part is borne in the performance these ordinary services can any time be left for any, such extraordinary: more especially as it is /will be seen to be/ a necessary condition to the aptitude of the work that it be from first to last if possible the work of one and the same hand. Another reason is © that in point of appropriate intellectual aptitude¼(¼a¼) and appropriate active talent taken together, there can be no ground for the supposition that the individuals chosen for the origination and sanctionment of portions [?] of legislative matter of the ordinary extent can with relation /respect/ to the origination of a work of the character in question and of an all©comprehensive extent be equal to all the rest of mankind put together: If /Should/ this position appear susceptible of doubt then say to these same men and all the rest of mankind put together. For, though, as above they could not be in an adequate /well/ manner occupied in the exercise of their [?] ordinary functions /duties/ and in this extraordinary one at the same time, is not possible, yet that which is not impossible is, that one or more of them shall be removed from the exercise of the ordinary functions and transferred to this extraordinary one.

    In every country under every government by every set of rulers the sinister sacrifice will be carried on, and the quantity of it encreased, until it has arrived at the point of consummation

    The sinister sacrifice has arrived at the point of consummation when things are at that pass that by no encrease given to the quantity of the matter of wealth commanded to be paid [?], can any encrease be given to the quantity actually paid and employed in giving encrease to the quantity applied by the rulers to their own use: when no encrease can be given to the quantity of money raised by any encrease given to the quantity demanded and endeavoured to be exacted.

    3. A third reason is © that without the bridle applied by the admission of all persons without distinction to the exercise of the function performed by the penning of the original draught, the body of men possessed of the sanctionative or any consummative power with relation to it are /will/ in point of appropriate moral aptitude essentially and certainly unapt: and for any deficiency in this one of the three elements of appropriate aptitude no extra©abundance in respect of the two others would be capable of making compensation: on the contrary the evil produced by that deficiency in the one element would from any extra©abundance in the two other elements receive positive encrease.

    Of this moral inaptitude the causes form [...?...?] a subject of enquiry: a very compressed indication here follows: any thing like a full development would in respect of the unavoidable bulk of it be altogether incompatible with the present design.

    They will be found in the universal /universally exemplified/ and unchangeable nature of the human species /mankind/.
