In every country under every government by every set of rulers the sinister sacrifice will be carried on, and the quantity of it encreased, until it has arrived at the point of consummation
The sinister sacrifice has arrived at the point of consummation when things are at that pass that by no encrease given to the quantity of the matter of wealth commanded to be paid [?], can any encrease be given to the quantity actually paid and employed in giving encrease to the quantity applied by the rulers to their own use: when no encrease can be given to the quantity of money raised by any encrease given to the quantity demanded and endeavoured to be exacted.

In a mixt Monarchy in which taxation has not yet arrived at that point it is still tending towards that point. It may have arrived at that point and still continue a mixt Monarchy. But as in this case there will be a continual striving to add to the quantity of wealth collected by taxation, and on the part of the people a correspondent repugnance and reluctance to /in the course of the endeavours to/ overcome /surmount/ that reluctance there will be many continual additions to the quantity of power: till at length all power of resistance being taken from all the other members of the community the mixt Monarchy will have been been converted /be passed/ into a pure one. For any length of time the forms of the mixt Monarchy may remain and will be likely to remain: but the condition of the people will not be in any respect the better for these forms. The forms of mixt government remained under the tyrant Caesars.

Under this form of government, the nature of men in this respect being every where the same, in the breasts of the operatively ruling few the same ”desire• of sacrificing to their particular interest of that particular community the universal interest has place. But by the nature of the power thus possessed by them this desire is never able to carry itself into effect: for no sooner is any endeavour used or supposed to be used to give effect or so much as commencement to the sinister sacrifice than the intended sacrificers are displaced, and the power the instrument with which it was to have been made drops out of their hands As to the desire it exists or rather would exist for in case of this sort, without some apparent chance of gratification the desire can not have existence: and if the government is aptly constituted in the degree in which it has been and is seen to be no such apparent chance has place. Under every form of government under /in/ which no such constitutive power in the hands of the subject many has place the sinister sacrifice is already in a state of completion Under a form of government in which with relation to a portion and no more than a portion of the aggregate of the operative power the constitutive power is in the hands of the subject many in quality of constituents, the portion of operative power being in the hands of their deputed /individuals deputed by them in the character of /quality of// representatives the sinister sacrifice is continually making, the quantity of it continually upon the encrease until it has arrived at the point of consummation, the mixt government becoming if not in form as well as effect at any rate in effect, a pure one.
