    Reason 2. Operating in this field they operate under the influence of a cluster /swarm/ /confederacy/ of sinister interests: of interests /efficient causes of corruption /misrule//, against the disastrous /destructive/ effect of which in the occasion in question this is the only remedy which the nature of the case admitts of.

    /Reason 2. Against the sinister influences, to which their situation stands exposed, the [?] /[...?]/ open mode is the most effectual preservation./

    Let original draughts from all hands be not only permitted but invited to shew themselves the best possible chance is thus taken for the obtaining of one or more draughts in the framing of which the universal interest has been the only object pursued, in preference to all such particular and thence sinister interests as stand opposed to it. He by whom that object has with [...?] fidelity /adherence/ been pursued will at any rate be the least likely to shrink from the condition of accompanying it with the interwoven rationale: since in that additional /accompaniment/ he will behold the only chance his draught can have for overpowering /surmounting/ by force of reason the forces of any sinister interest with the conjunct prejudices which on this or that occasion he may find opposed to it: for /and/ in that rationale he will give a standard /[...?]/ /test/ by which all other draughts all draughts which are the produce of sinister interest in any shape may be tried: the fallaciousness of all fallacious reasons detected. A sinister interest is any interest that stands and acts in opposition to that of the greatest number. By no other means than by an opposition manifested by the greatest number can any effectual bar be opposed to any sinister arrangement which the sinister interest of the legislative body or a prevailing party in it may have dictated: by /in/ every useful /right/ arrangement with an apt part of the rationale for its support which the legislative body [?] under the guidance of any such sinister interest may have neglected /put in virtual [?]neglect/ an invitation will be given to the people to come forward and make their sentiment [?] known.

    III. Aptitude and Inaptitude

    Explanation

    On this occasion to prevent misconception and that the force of the reasons may be the more clearly perceptible, explanations of a few leading terms seem altogether indispensable.

    by appropriate aptitude on the part of the work in question is meant aptitude with relation to the only ultimate end which must be continually in view the greatest happiness of the greatest number, of which aptitude it is all along the business of the rationale to give indication and proof. By the explanation, the import of the property thus designated © an import which might otherwise appear indeterminate © is rendered determinate.

    On the part of the work, appropriate aptitude will depend partly upon the aptitude of each distinguishable part taken by itself, partly upon ”consistency•: upon consistency of design and execution as between part and part.

    As to both points, appropriate aptitude on the part of the work will depend upon appropriate aptitude on the part of the workman or workmen.

    On the part of the workman, the elements of appropriate aptitude may be comprehended under these three denominations: namely appropriate moral aptitude, appropriate intellectual aptitude and appropriate active talent.

    Appropriate intellectual aptitude will require to be moreover distinguished into appropriate judgment and appropriate knowledge.

    By appropriate moral aptitude is here meant neither more nor less than the disposition to contribute to the accomplishment of the all©commanding and all©comprehensive end so often mentioned. It may be termed in one word appropriate probity /”probity•/. But the attribute /adjunct/ ”moral• has the advantage of pointing and leading to the consideration of the related /kindred/ attribute ”intellectual•.

    Thus it is that in a mixt Monarchy in a time of domestic tranquillity the power of the Monarch is perpetually on the encrease until the Mixt Monarchy becomes a pure and absolute one. Into the scale which contains the power of the Monarch, power is continually pouring itself from the fountain of corruptive influence: out of the scale which contains the power of the people power is continually running /made to flow/ by the pressure by which the liberty of public discussion is forced out.

    In The field of an all comprehensive Code includes /is included/ the field of operation of every modification of the Monarchical interest and every branch of Aristocratical interest. By alliance with the most preponderant /powerful/ of all particular and sinister interests the Monarchical there is not any branch of the Aristocratical interest that is not capable of receiving advancement at the expence of the universal interest.

    For every Office or other political good thing in the gift of a sharer in the Monarchical or in any branch of the Aristocratical interest for every such good thing in possession there are perhaps twenty expectants: for every corruption eater twenty corruption©hunters: every such Office is therefore the source and centre of an atmosphere of corruptive influence.

    Two and twenty millions a year is the value /amount/ of a part of the Offices and other good things in the gift of the Monarch alone: not to speak of those which are in the gift of so many branches of the Aristocratical interest all of them in a state of the closest alliance with the Monarchical interest. To find the aggregate amount of the force of corruptive influence what multiplier shall we take as representative of the number of men corrupted by expectancy in addition to the number of those corrupted by the possession of all these several good things? Look over the Book exhibiting the Official establishment count the individual offices, thus may you get the number of those corrupted by possession: multiply that number by the multiplier fixt upon then will you have the number of those corrupted by expectancy. But if corrupted by the Monarch or by any branch of the Aristocracy, each /every/ man who of himself is rich or otherwise powerful is of himself the source of an atmosphere of corruptive influence.
