To the variety of diversification /epxression/ given to the expression employed for furthering[?] to [...?]

To the instrument of deception here meant to be brought to view, the expressions that may be seen given are various /indefinately diversified/ /there are no definite limits/: but in its nature and conception nothing can be more simple.

To this head belong every form of words by which speaking of a proposed measure of relief an intimation /a persuasion/ is endeavoured to be made /produced/ that the limit, whatever it be at which the proposal is made, is a times too early for the purpose.

    The measure being a measure of reform or improvement especially if of reform - what may very well happen to an observation to this effect, it be brought forward by /on the part of/ a friend to the measure: and in this case it is not an instrument of deception but an expedient /a resource[?]/ of unhappily necessary prudence

    Whatsoever it may be some /a few score of/ centuries hence hitherto the fault of the people has been - not groundless clamour againary grievance, but insensitivity to real ones: insensibility not to the effect the evil itself - for that if it were possible far from being a fault would be a happiness - (not that it is possible since an evil that is never felt is a contradiction in terms) but to the cause - to the system or course of misrule which is the cause of it.

    What therefore may but too easily be in fact /to speak out/ what hitherto ever had been and that over /throughout/ a vast proportion of /to a vast extent on/ the field of legisaltion, is that the proper time for bringing forward a measure of relief in regard to the grievance complained /that happens to have been pointed out/, the time for bringing forward a measure of effectual relief is not yet come[?]: - why? because though suffering and groaning under the effect, the people, by the artifice and hyprocrisy of their oppressor having been kept /prevented/ from entertaining any tolerably adequate conception of the cause, would at that time regard either with indifference or with suspicion the healing hand that should come forward with the only true and efdfectual remedy.

    1 Incorporate Union

    Lawyers both as

    The case of an incorporate union presents a most convenient opportunity for the perpetuation /confirmation/ of abuses. Then it is that a noble /particularly favourable field/ is opened for the activity of lawyers /there it is that/ Lawyers/ will in their day reap their share of the harvest, there is it that the hand of the lawyer is busily employed in the sowing of the seed

    The /it[?]/ real use, and the only real case is, as already observed the tranquillizing the subjects /inhabitants/ of the minor kingdom /state/, by saving them from the apprehension of /being overloaded by/ seeing their interests sacrificed in an unequal degree to those of the major state: and for this purpose, as also observed the expressions used /employed/ can not /never/ be too general. /unless the subject of finance be an exception/

    But on the part of the subjects of both states, and especially of the subjects of the minor state, fear and suspicion /apprehension/ of inconvenience in a variety of shapes naturally have place: more especially on the part of the subjects of the minor state, who see themselves on the point of passing out of the hands of a set of rulers /a set of hands/ whose imperfection whatsoever they may be, are at any rate known to them to whose imperfection /the amount of whose mismanagement/ a sort of limit has been marked out by experience into a set of hands to the probable amount of /possible and probable degree of/ mismanagement no determinate limit can be found.
