Division of power

In company with the correspondent merit, this honor and dignity you have in whatsoever quality you deem requisite. For its support, unfortunately each title and each decoration requires money: but you know already where and how to get it.

Still though you have your House of Lords you have not as yet any such quality in it as holiness. No holiness without Bishops Over a competent number of them, place a competent number of Archbishops, you may thus condense any additional quantity of holiness into one and the same receptacle. In every desirable degree of plentitude every one of these receptacles may be and will have been made full of the Holy Ghost: but to accomplish this plenitude a proportionable quantity of the manna of unrighteousness must have been forced into their unwilling pockets: and to be forced into those sacred pockets it must have been forced out of the profane pockets of the people.

The most important arrangement in this system of the division of power remains yet behind. It consists in the depriving the vast majority of the people of those votes which constituted their share in that supreme Constitutive power, which on the supposition we set out with was divided among them all in equal portions. By the minute remnant the greater part of it in the hands of the Members of the so called House of Lords will thereupon be chosen another House of Lords who for distinction sake you may call a House of Commons. This fundamental defalcation accomplished, accomplishment is given to that form of Government to which in England, where no such document as a Constitutional Code is in existence, is known by the name of the matchless Constitution: and sure enough its match is not any where to be found. In regard to money matters, would you see by the light of experience the effects of the change? Look to England and behold Annual expence of government, exclusive of interest of national debt, ,118,577,636: annual interest of national debt, ,St 30,921,494: the debt in the shape of a perpetual annuity to that amount: an annuity, the whole of it indeed redeemable, but redeemable at a time that never can come.

    what were they the better for it? Not in the least. Nor should they have been:

    never were they so much as thought of From their then present compleatly

    unsecure state they have been brought to their present so imperfectly secure

    state by the influence of other causes: causes of abundantly slow /snails©pace/

    operation, too complex to be capable of being here brought to view

    In the year 1688 came the Revolution so called by way of distinction

    /preeminence/ not to speak of any intermediate Revolutions On this occasion came

    the division of absolute power: the division between the Monarch on the one

    part, and the House of Lords with the Aristocrats whose wealth by the magnitude

    of it, or the form in which it had place gave them the command of the seats in

    the other House. Here was the division of power principle of division in all its

    glory: and the people © the greatest number what did they get by it? assuredly

    not absolutely nothing: what they got was the difference between the state of

    the people under the present English government and the state of the people

    under the Austrian Government: the difference between a quick pace and a slow

    pace in the descent to the abyss of national misery. Not to mention Williams and

    Anns wars which were to a considerable degree if not altogether wars of defence,

    they got George the first's War and George the 2d's German wars, and George the

    thirds American and French liberticide wars, the last of which, because

    according to the Englishmans creed /of English bigotry/ the King can do no wrong

    is with so much injustice placed to the account of William Pitt: they got

    moreover one after another upon their gulled and overloaded backs those

    milstones called Colonies: sources of patronage and emolument to the ruling few,

    drains on the pockets of the subject many who in return for the money extorted

    form them for the maintenance of that grievance /keeping up that ever running

    sore/, have the satisfaction of being taught to say in speaking of them © our

    Colonies.

    As to the share of profit you have the goodness to lay by for us, if we thank you

    for it, it must be for nothing. Half a loaf(a) is better than no bread: but the

    whole loaf, which is ours whenever we please, the whole loaf is better still.

    Our exigencies have forced us from time to time to borrow money upon terms of

    disadvantage – greater and greater disadvantage, according to the pressure of

    the times. If, by laying open the market to a greater number of lenders – to a

    greater number of customers, for the fresh parcels of redeemable annuities, by

    the sale of which we borrow what we want to help us pay off the old ones – if,

    by these or any other fair and honourable income, it be in our power to ease

    ourselves of parts of our load of debt, by money borrowed upon terms of less

    advantage, is it for you unborn embryos like you, creatures who wait for our nod

    to bring you into existence – is it for you to presume to throw yourselves in

    the way and stand up to hinder us? { From what source that profit of yours,

    which you are so ready to share with us, is to come, we do not see: money is not

    to be got by borrowing unless something be done with it when borrowed: - money

    is not to be got by borrowing at interest, without lending it or otherwise

    placing it out at greater interest. Our profit admitts neither uncertainties are

    risks: it consists in paying off so much debt. For every £100 we thus borrow, we

    get enough to pay £100 + x: x is now worth £40: that is £40 in money by which

    Stock /3 per Cent Stock: debt bearing that interest/ may be bought in to the

    amount of upwards of sixty-six pound. It will
