    5. Fifth head of comparison between the two Systems: Fifth and last object or end proper to be kept in view in a system of penal legislation: the one collateral object, Economy: the establishment allotted to the purpose.

    This head of consideration discussed in the same and demonstrative accuracy, in which the advocates of the Colonial system have never ceased to behold their sentence. I beg your Lordship's pardon: instead of advocates I should rather have said supporters: for, to be an advocate of a System, a man must have something to say for it, which, in the case of a supporter is not necessary. In the present instance, in the character of advocates, I have always found gentlmen as silent and modest, as in the character of supporters I have found them powerful, and by dint of power, firm and strenuous.

    According to the calculations in the Report, in New South Wales, the average annual expence of convicts per head, varying according to a variety of statements and supposition - "from ,33.9.52 to ,46.7.0 1/4: the highest rate of expence the most probable.

    Annual expence per head of Convicts maintained in the inteded Penitentiary plan exclusive of of expence of building and outfitting once paid as per draught of Contract 2P "Finance Report, p. 70. II 34.g.3.c.84.'1. ,12:0:0 Expence of building and outfitting for the intended number of a thousand, as per d o ,19,000, Say for raised numbers ,20,000. This at 5 per cent makes to be added per head per annum ,1:0:0.

    Expence of land for the building had the spot at Battersea been taken that had been appropriated to the Penitentiary establishment by a Jury under the Act of 1779 ,5,600: [...?] or if an allowance had been made

    + for the intervening rise in value, say ,10,000. This at 5 per Cent makes to be further added per Cent per annum ,0:10.0

    Grounds of this Estimate - 1. "The average annual cost of each prisoner in

    the Nottinghamshire "House of Correction" (viz the House at Southwell as

    above) (says the said Mr Beecher in his evidence p.41 of the

    above mentioned report. " computed according to the

    last quarter, amounts only "to £8 " 7 " 11, ⱡ and upon an average of the last two years,

    to the sum "of £9 " 5 " 5 1/2; which, from

    accidental circumstances is higher than may again be expected." Thus far,

    the Reverend Magistrate - To take that rate of profit which, to the

    claimant, is the least advantageous of all these, six rates, say then as

    above £9 " 5 " 5 1/2.

    2. Add amount of salaries "in the Penitentiary "containing 1000, prisoners

    " (meaning the Penitentiary which under the Claimants said contract was to

    have been set up) viz on the footing of the calculation made by the same

    gentleman in the same page H H Penitentiary Committee Report, p.41.

    notes. ⱡ March 15, 1811 is the day on which this

    Evidence was delivered: hence it is that I infer, that the quarter on that occasion meant, is the quarter ending 25.

    Dec r 1810. But, in the table delivered in by the

    same Gentleman, and printed in the same Report, the Year being, as above observed, every where left in blank, the quarter day all along referred to is the

    24th of June.

    to receive the same Salary as at Newgate, and allowing for a Secretary with

    a suitable number of turnkeys and taskmasters, the yearly

    expence of such an Establishment apportioned among 1000

    prisoners, will be only £1 " 15 " 0: which makes £10. " 2. " 11, if added

    to £8 " 7 " 11 and £11" 0 " 5 1/2, if added to £9 " 5 " 5 1/2.
