§. -- unnecessary wars.

Of so many wars as England has been engaged in the last if not the only one which could make any pretension to the epithet of necessary, were those waged against Lewis the fourteenth of France But this were anterior to the grand epoch of epochs the birth of the National Debt.

Immediately preceding these necessary wars if such they were, behold those two wars against the Dutch, which without disguise /cloak/ or varnish exhibit war and its causes, in their genuine colours. The succeeding ones were against Lewis: these preparatory ones were with him and for him. Of these wars plunder in the one case, bribery in /the/ another were the ever[?] undisputed causes: plunder as well after the declaration of war as before declaration: for that enormous /insane and thoughtless /unlimited// transfer of the whole of the game to the gamekeepers was not as yet made: for the sake of depriving the grantees by fraud of a part of that grant which had been so madly made by law, Monarchy was not then /the Monarch had not then/ as since to engage in a course of piracy to plunder without previous declaration and with no other disguise than that afforded him by the lawyers by the phrase Droits of Admiralty, join himself to the goodly fellowship of pirates.

When at the disposal of the Monarch, on condition of his acting the part of a pirate < > millions are to be /have been/ obtained by war, can there so long as he is a man be any need of looking a jot any further for the cause of it?

    A body thus transcendant was too

    /Exercised/ /Made/ By subjects not commissioned for that purpose by their sovereign, capture thus made, would have given /gives/ to the act by which it was made, the denomination of an act of piracy, /and/ to the agents, the name of pirates. The profits of piracy may be his: but, when they are thus reaped, the legal guilt - let others say whether the moral guilt be - whether the religious guilt be - the legal guilt is nobody's.

    Calling these his profits droits of Admiralty, the Arch-pirate by whom they were reaped - I mean he who, but for the poweer of converting wrong into right, would have been arch-pirate - giving to these his profits the name of droits of admiralty he gave them the colour of law, but what is certain is, he did not do away or lessen the suffering issuing from that same source whatsoever he may have done by the guilt attached to the production of it. Whether, in converting wrong into right, he converts sin into merit, must be left to the decision of that most excellent church of which he is the most gracious and religious head.

    In the financial department, in the arms of which are embraced every other /all

    other/ behold waste, corruption and oppression the triad or

    the trinity which so ever M r Attorney

    General and M r Wilberforce shall please these three misrule the

    one in which they are comprehended the object of worship to the Lords of misrule and

    their retainers

    Of the worship whence the origin? Answer, in the prevalence and predominance and

    prevalence of the duty and interest dissevering[?] principle. That under the

    Constitution as it stands between the governed and the governors there exists a

    diametrical and inalterable opposition of interests has place has been seen in a

    wars.
