A /The/ bond which those who are bound by it have it in their power at all times to free themselves from at pleasure are never[?] to their volume[?] it is represented as a security be any thing better than a sham security. No better than a sham is that security which is supposed to be assured[?] by Juries. […?] or admitting the desire of the Juries either is or at any time at their pleasure may be in the hands of those against whom /opposing[?] on whose part/ it is represented as being - affording security. Proposing[?] one difficulty to be experienced in the situation of Juries sufficiently obsequious, Ministers now in existence have no more to do than in England than what these same Ministers actually did in Ireland, to do so far as concerns fine and imprisonment without that which they […?] in use to do in Ireland - namely to proceed by attachment without Juries. Even[?] against less /destruction of/ whatsoever[?] security has been supposed /is pretended/ to be afforded by Jury trial is a mere name /no better than sham/. Suppose it the pleasure of the Monarch of the country to put me to death without form[?] of /by/ trial. He has but to give order to any man or set of men for that purpose, by stables[?], by shooting[?] by a parlous course of testing[?] taken is in prison, as by a course of more intense testing[?] under the name of torture or by half hanging or […?]. If prosecuted /In case of prosecution/ the perpetrator (for ease of conception suppose but one) either a Nota prosequi is offered, or a pardon is granted at any time: or to save trouble and reputation of infamy, those things are done to any extent, thereupon comes a bill of universal indemnity, and so likes[?] […?]. Now /But/ t’other day a proceeding by which one called appeal in case of murder &c was still in existence. By this proceeding a security in some sort how soever inadequate and depending on contingencies was afforded against loss of life by order of the Monarch and his dependants. And[?] T’other day it was that was that that security such as it was was at this one […?] taken away like every title for that purpose which of itself prevents itself or for name[?].

    So far as concerns wider[?] sense of security on the part of individuals Under such a Constitution and such laws the […?] executed under a Constitution in which all power is real and all restraint upon it sham given to those laws by which security is destroyed is to produce to the peril of all zealous friends /those who are secure and […?] in its service[?]/ to maintain[?] that sense of insecurity which under an undisguised despotism could not have place: for under a special censorship this much at least of individual suffering is excluded.

    For The sense I have for so many years had of my own condition I can not but entertain a correspondent sense of the condition of all those who joining /agreeing/ with me in the same assertion join with me in the same endeavours. As against those by whom the powers of government are exercised more for property, & for liberty or for life has any sense of any thing better than continual danger been present to my breast.

    Not many weeks before his death, Romilly, for about thirty[?] years my intimate friend sent to desire to speak with Mr Bentham says he, stop the sale of Church of Englandism immediately or as I am as sure of as I am of my existence you will be prosecuted, and if prosecuted I am as sure as I am of my existence you will be convicted.     As to vengeance, though this be among the occasional objects of occasional desire though in a greater or less degree the appetite for it has place in every human breast, yet it is only in so far as Monarchy or Aristocracy or a compound of the two that of any permanent security for the faculty of gratifying it has place.

    In proportion /Proportional/ to the admixture of Democracy or even of Aristocracy with which in the Monarchy in question the purity of it /the system/ /the Constitution/ is defiled is the frequency with which this appetite is liable to experience excitation /excitement/. Under a /an absolutely/ pure Monarchy it is only by stealth that any want of obsequiousness (for as to resistance it is out of the question) that any want of obsequiousness to the known will and pleasure of the dread sovereign can have place. Only by /By nothing less than/ rebellion can […?] or […?] vengeance be called forth in Spain or Austria or Russia. The British with the clogs /obstructions/ that still remain to the exercise of pure Monarchy /free exercise of royal will and pleasure/ the British /Britons/ is the sort in a peculiar and almost exclusive degree favourable to the growth and consequently to /thence to/ the gratification of royal vengeance. John Wilkes what was the number of years that that demagogue and blasphemer found exercise for this same[?] appetite[?] on the most religious as well as gracious power of the this best of Kings George the third be as well as work for the loyalty and industry of right Honourable and Honourable Houses, and learned Benches. As a medicament /recourse/ a instrument[?] of reason against royal […?], how much better[?] worth to that sacred Majesty than the most vigorous and artful stages[?] to royal fruits[?] were John Wilkes.

    Scarce so many days sport the fourlegged animal will have afforded {to his master} as the twolegged animal without failure offered years.

    a sham independence as against the present will and correspondent separate and sinister Monarch whose creatures they avowedly are, coupled with a real declaration of correspondent independence and a real and actual dependence in respect of all such good /ulterior[?]/ things as he may find an interest and feel a pleasure in bestowing upon them: a sham selected for the support of good government and nothing but good government, coupled with a real solicitude for preserving entire /in all their entirety/ and by God’s blessing with continual encrease all those evils out of which the good of which they are the particulars are extracted /come forth/ /better[?]/ /their betters[?] come forth the sweeter/.
