Opposite to the duty-and-interest identifying principle – behold in the character of

the principal means indicating principle /chief subservient

principle/ the duty and interest dissevering[?] principle.

Principal special application of the duty and interest dissevering[?] principle the

Judico-teipsum principle.

According as it is to Utopia not the Utopia of Sir Thomas More but the new Utopia

just indicated according as it is to this new Utopia or to Cacotopia that the

situation of the country in question approximates the maximization or the

minimization of the aggregate of happiness will be the ultimate end or object to

which the practice and subordinate principles of the rulers tend. the duty and

interest identifying or the duty and interest dissevering[?] principle the chief

instrumental or subservient principle.

For the test of goodness in a political constitution as between one country and

another, in the comparative use made of the two opposite and antagonizing principles

may be seen a test the propriety of which will not easily be disputed.

In the extent to which application is made of the duty and interest-dissevering[?]

principle, and in particular in the extent to which application is made of the

judico-teipsum principle may be seen the principal efficient causes of the misrule

under which the country labours and the misery in all shapes which is of the number

of its effects

and the means of happiness of your fellow creatures upon a large /the largest/ scale

the worthiest field it can have, think of these things

1 Maximization of the aggregate of human happiness within the geographical field in

question the end. Call this the ultimate end assigning /moderating[?]/ principle

2. In respect /reference/ of men of all classes without exception, but in a more

particular manner, the class of the ruling few, identification of interest with duty,

the general description of the means. Call this the duty-and-interest-identifying

principle.

To effect this identification is the object and in so far as the endeavour is

successful the effect of whatsoever is done rightly in the application of the motives

of good and evil in the character of matter of reward and punishment.

Of all abusive principles and practices by which the duty and interest-identifying

principle is violated the most flagrant is that by which a man is made judge in his

own cause The principle in conformity to which abuse in this shape is established and

acted upon, call it the Judico-teipsum principle. (a)

In a measure of t’other day, reader behold an exemplification and use of the

Judico-teipsum principle

In the section on secrecy of suffrage you have been seeing

how a sham ballot was prevented, and the practice cast into the gulph of everlasting

infamy by the well applied foot of M r Brougham. That form of

imposture being thus spoilt for use, comes instead of it a Committee filled by a

choice avowedly ministerial – a Committee of finance for the declared purpose of

making defalcation from the mass waste as practiced in the field /temple/ of official

emolument, and in particular in that polished corner of it which is occupied by

Sinecures.

Of the Committee thus appointed will any and what retrenchment be the fruit? Who can

tell? as yet, probably not even the contriver of it: on each ensuing day it will

depend upon the existing circumstances. For the amusement of the public of hopes and

that even in a specific shape have already been held out: a mark for abolition has

been set upon this and that and that other office in the character of a sinecure.
