Virtues no security
War how facilitated and promoted by sinister interests - interest begotten and authority derived /begotten/ prejudice. Hence you see in history. Murder for the purpose of depredation the true character of war for conquest, or continuance of forced dominion: [...? ...?] for self-emancipation - thus is it self defence against depredation.
They will no more concurr in preserving the popular part of their /your/ Constitution, than the French sub-rulers under Lewis 18 under the Charter will concurr /have concurred/ in preserving the popular part of theirs. With all its imperfections the Constitution being too good for them will become a dead letter as the French Charter is in France, and the still more imperfect and inadequate Bill of Rights is in England J.B. Title: [1820 April Emancipation Spanish]Description: 1820 April Emancipation Spanish 1 Creoles obsequious Rulers sinister interest Accordingly in every inept government it ever has been and ever will be among the chief objects of the ruling few /rulers/ to put into their hands as many of these desirable and desired objects /to as great a value as possible/ as possible, and to go on applying them to that corruptive purpose: and to go on giving encrease to the /quantity/ of the matter of corruption in their hands so long as on the part of the subject many the habit of [...?] and the power of endurance continues Under the British Constitution how fully this observation is verified no man need be told: and under every mixt Constitution under which either Monarchy or Aristocracy or a mixture of both has place, that so long as man is man in all times and in all places has been and will be the case. Title: [[clxiv. 88] 1820 May 29 Emancipation]Description: [clxiv. 88] 1820 May 29 Emancipation Spanish With equal and equally indubitable alacrity so would the French Monarch. But the perfidy of his advisers - the violation of that Charter which was never /could never have been/ granted for any other purpose than to be violated have /having/ consumed all confidence have reduced the public mind to the state of tinder: a spark from Spain would suffice to set it a blaze. Sent into Spain a French army would fraternize with the Spaniards it was sent against it, and with one accord, they would make their way to Paris.

Title: [[clxii. 45] 1820 June 18 Emancipation]Description: [clxii. 45] 1820 June 18 Emancipation Spanish S11. Rulers arguments Those of the lowest order by thousands name those of a higher orders by scores who concurr in naming those units by whom when collected in a National Assembly the power of those by /among/ whom the highest offices and the patronage of the inferior /subordinate/ ones is shared. True /Good/. But from this branch of power such as it is how is it that to a sharer in it the value of a farthing - of a maravedi - can ever be received? A phantom of price such as this, is it possible that in the breast of one out of a hundred of one out of a thousand it can outweigh and compensate for the heavy and most acutely sensible burthen which is applied by and as both shew[s?] is inseparable from the possession of it? Will the great majority receive any /the least/ enjoyment from the possession of a power of the effects of which he has no perception and in which he does not feel in himself the exercise?
