No: even that seat of corruption from which I write exhibits not any thing which can match with this. We have our Old Sarum. We have our Gatton: we have our Medhurst we have so many other pocket boroughs. But Medhurst, Gatton, Old Sarum are all in England. Of Old Sarum the inhabitants it is true exist no where: true: but the place - the place is still in England.

    What is above had been some time written, when in the Morning Chronicle of June 12th. last 1820 I saw the following paragraph.

    Morn. Chron. June 12th. Madrid, March /May?/ 25.

    "The Civil Governor of this Province has issued a Circular to the Citizens of the Trans-Marine Provinces resident in Madrid, to assemble on the 28th of this month of May, for the purpose of giving their votes for the Election of Members to the Cortes to represent the Colonies.

    In this proceeding /operation/ there we have on /this//already/ additional exemplification of the virtues which in the situation in question, the situation of members of the administrative department /branch of the supreme operative power/ of government, may, in relation to the dominion in question be expected. /You/ the people of Spanish race in America are to be represented, by whom? by men of their own choice? No chosen in the first instance on the principle of virtually universal suffrage? No: by men in the choice of any one of whom so much as any one of his fellow countrymen resident at the time in the country in question was /had been/ admitted to give a vote? No: nor this neither. By whom then? By himself alone in every instance if many there be in which not more than one person belonging to the Colony in question happened to be at Madrid, at any rate in the instance of each province by a majority howsoever small of the number of persons howsoever small who on the day appointed happened to come under the description in question: happened to come under that description, that is in the judgement of the person or persons whosoever they might be, to whom the decisions on this point were /will have been/ by a person or persons not specified have been committed. Here then to a sham representation a representation declaredly spurious - the effect of a genuine representation is avowedly given.

    II. Peoples ground of hope. 1. Soldiery not desirous of being sent to Creolia. Leaders in Creolia may be content to continue the dominion, if not extended from Spain to Creolis, in hopes of getting the offices by intriguing at Madrid. Some have made no secret of their attachment to Monarchy: it must have been in this view.

    Of the sort of virtues of the manifestation of which might in the situation in question an expectation might reasonably be entertained mention has been made above. Of these courage was one. Military courage was on that /known/ occasion more particularly in view. In the present instance now before us political courage rather than military ought to be /to be the specific name/ the species of courage said to be exemplified: and of this it must be confessed a more striking exemplification can scarely be imagined. But of what other virtue or virtues is any exemplification is to be seen /is here visible/ in this same case? Sincerity? no surely. Disinteredness? As little.

    But be that as it may, the people whom it more particularly concerns - the people of the several provinces whose representatives are those chosen for them - chosen under the orders of the very men on whose proceedings the so stiled representatives were to make as if they applied a check - will they be satisfied at being told that men in whose appointment they had no share were by other persons appointed to act as /call themselves/ their representatives? If so, much /rather/ more conspicious than their wisdom will be their patience.

    Mean time you the people /subject many/ of Spain think of the effects that this mode of representation can not but have upon the composition of that assembly in which all your hopes of political salvation have placed themselves! But thus to another head /topic/ 'The topic of corruption: a topic too important to be treated under any head to which it can not give its own name. (which will be spoken of under a seperate head.)
