On the great high-road of all the nations upon earth profit by highway robbery under the name of privateering, profit to the arch-pirate and Official Corruptor-General by the smae[?] robbery under the name of Admiralty droits these /by if?/ profits, (if money enough to wage the war with could be borrowed may the dream[?] /appetite/ might at any time suffice to give commencement accordingly and thus to call upon Spain for taxes upon taxes in the fruitless hope of making an effectual defence. The trade of licenced highway robbery yields no greater profit than any the [...?] of all trades. But rapacity looks only to one side of the account, and whatsoever the prizes are sold off is considered as net[?] profit, the advisers of George the third did not put near so much into his their masters pocket and their own pocket and this I mean his advisers did not put so much into it for him and his childrens pocket by burning and drowning men women and children under the name of Admiralty droits as he lost by the depredation of the money in which the hundreds of thousands given for the satisfaction /gratification/ /[...?]/ of insatiable appetites was paid. But the hundreds of thousands were to flow in today, and the millions not to flow out till tomorrow. /the morrow./

Calling these his profits droits of Admiralty, the Arch-pirate by whom they were reaped - I mean he who, but for the poweer of converting wrong into right, would have been arch-pirate - giving to these his profits the name of droits of admiralty he gave them the colour of law, but what is certain is, he did not do away or lessen the suffering issuing from that same source whatsoever he may have done by the guilt attached to the production of it. Whether, in converting wrong into right, he converts sin into merit, must be left to the decision of that most excellent church of which he is the most gracious and religious head.
