In the profit derivable by the ruling few from this /particular/ source there is little or nothing to distinguish it from the profit derivable by means of political power from any /all/ other sources. On this account for the purpose of this particular enquiry it becomes necessary to present /bring/ to view a sort of inventory of all the forms /shapes/ in which profit considered as derived /attached to and/ from political power is [...?] to assume is capable of presenting itself /may be seen/.

When profit is here spoken of, what is meant to be spoken of is - not profit in the narrowest and most usual sense of the word, namely pecuniary profit profit in the shape of money, but profit in its very widest sense, profit in the very widest sense of which the word is susceptible - profit in a sense co-extensive with that of the word good: and in that most extensive sense of the word good, in which the exclusion of or exemption from evil is included: and so in the case of the opposite and correspondent word loss.

Profit considered as reaped by a trustee at the expence and to the loss of those /of his principle-/ for whom he is in trust, in the case of pecuniary profit [...?] to be is in some cases designated by the word peculation.

Peculation has been distinguished into peculation in toto, and peculation pro-rata. Peculation in toto, is where in his endeavours to acquire for himself a given sum, the trustee extracts /takes/ no more than tha same sum out of the pockets of /from/ those for whom he is in trust. Peculation pro rata is where in his endeavours to acquire for himself a given sum, the trustee takes any greater sum out of the pockets of those for whom he is in trust.

Of the vastness of the amount of the loss and suffering to the subject many, from this distant disastrous dominion some general conception has, it is hoped, been already given; vast the loss and suffering independently of all war, and even suffering as such war /no war from that cause/ ever to have place. Of the vastness of the profit that could not but be extracted, and in so great a variety of shapes out of that loss, and this in such sort that, to the obtainment of the profit, production of loss in a vast ratio to the profit, is necessary /indispensable/, it remains to convey such conceptions as can be conveyed, under the present head.

In this profit, /you/ the subject many will see the main cause of that propensity, to which as they value and understand and value their own interest, the subject many will have to combat and with all their power: the propensity to [...?] distant dependencies for their own sake and for the sake of war, for the sake of the profit immediately derivable fro them immediately, and for the sake of the profit derivable from them intermediately through the medium of wars and constant preparation for war: and conversely the propensity to engage in war for the purpose of perpetuating /securing/ and encreasing of giving security and encrease to their dominion over distant dependencies.

Immediately or unimmediately the source of their sinister profit that would be derived from this dominion, will be seen to come and is the denomination of power - encrease of power. From the dominion in question vast profit indeed would go to Spain - that the sole source of it being the addition made by it to the profit of the rulers - profit considered /taken/ in the largest [...?] and taken in all shapes - the whole of it would be received and enjoyed by the rulers, and that attendant every particle of it with much much more their equivalent loss to the subject many, and thence to the whole community taken together.

Thus then has been /I have/ shown, and I hope to your conviction[?] that under every head of profit, the word profit being taken in the very largest sense, the ruling few would be gainers by this same dominion, and to an immense amount, at the same time but they and they alone would be the gainers: and that in every instance, in some instances in a less in others in a greater proportion, by the profit then reaped by the ruling few the subject many would in the correspondently complete sense be losers

In speaking of these two correspondent and inseperable [...?] less to the subject many profit to their sometimes acknowledged [...?], the ruling few it was impossible to pass altogether unmentioned, that particular branch of power or say that particular application /the subject of corruptive influence, corruptive influence - that particular/ [...?] in use derived from power in general in hands so situated from the whole catalogue of the [...?] instruments of felicity in such hands. Under this head you will see that in so far as /on this one hand/ the people have representation on the one hand exercising government, on the other hand. those same instruments of felicity and object of general desire have place in and are at the command /to a certain amount [...?] in any shape/ of any set of persons whatsoever - those same instruments of felicity in any shape and in particular in the shape of patronage [...?] power of maintaining /placing men/ to profitable or otherwise desirable situation especially in so far as the power of displacing them is added to it, in so far as in any country this state of things has place, the sacrifice of the universal interest of the subject many to the particular interest of the ruling few, are /is/ regularly, constantly and necesarily made: and they even without any exertion on the part of the corruptors to produce any such effort, much more with the aid of such exertion as in a /any/ situation of that sort never[?] have been, as[?] above are, never can any where be grudged. The profit of these, together with an indication of the effect of which it /will/ be productive upon every thing that is good in the Constitution will from it fail in so far as required fail as necessary to be employed. matter of the head next section. +
