'. Mediation preferable

If in any character Spanish rulers can serve Spanish Americans, it must be not as rulers, but as mediators.

But our brethren it may be said /says somebody/ our brethren in America - think of their condition! think of their sufferings - their sufferings from anarchy - think how incapable they are of governing themselves! What? shall we refuse to them the benefit of our guidance? the benefit of our excellent Constitution at any rate, to those who lifting up /holding out/ their hands to us for succour shall we refuse it? shall we leave them for ever a prey to anarchy - and to misery - to the sword of extermination. shall we be this selfish? this hard-hearted.

Fair words these, nor probably among you nor are there /men/ wanting that could make them up into eloquence: nor have them in abundance. But as to reason applying itself to human feelings - to the interests of the parties see what they amount to.

1. In the first place, it being in the character /by the supposition/ of armed rulers /in arms that your rulers/ that on this occasion your rulers must /will/ appear, /then bring the experiment to be tried/ see in the first place what the costs will be.

You must begin with saddling yourselves with the quantity of expence /Your rulers must begin with saddling you with the burthen already presented to your view/ deemed necessary to the appearing in that same character in an imposing attitude: an expence for which you will find most assuredly no adequate funds + You /They/ must begin with doing to yourselves /you/ this vast mischief for the chance (and think with how small a one it will be) of serving in the way you contemplate /think of/ these objects of your fraternal, or if you please your /it be more pathetic of their/ paternal tenderness.

    Summary

    Now say your Rulers new brethren of America. We have thought better

    on /of/ it. No longer will we be your Masters? No: that we desire to be excused from

    being any longer. Your help-mates - yes, that we will readily and gladly be. Such

    influence as in your eyes may for your advantage, that we will gladly gladly

    exercise. But what influence? the influence of will on will? /that will exercises/

    the influence of force fear and corruption? No, but the influence of understanding on

    understanding only:- whatsoever influence on your conduct in consideration of the

    information within our reach, your understanding /judgement/ may for your own sake

    think fit to allow to ours. Influence we will still exercise on you if such be. Our

    influence you shall still have the benefit of, if in your eyes it is a benefit.

    What then /Then/ shall we do by /for/ you? As your and our former tyrants dealt by

    you. No: but as we have just done already by /for/ Naples. We will deal with you in

    the same manner and on the same terms. Our Constitution if you approve it - our

    Constitution, in so far as it may be found applicable to your circumstance shall be

    yours: Our laws, if you approve them, these too in so far as they may be found

    applicable to your circumstances, shall be yours.

    no half measure!

    No compromise! no half-measure! Say not to yourselves - listen not to your rulers should they say to you - Well then we will make no war: we will use /practice/ we will attempt no compulsion: but to those whose wish it is to have the benefit of our mild of our virtuous /pure/ government, let us not /why should we/ refuse it?

    Why refuse it? why for the sakes of both parties: for the sake of both parties: but in the first place and more particularly for your own. 1 For your own sake: and I have shewn you why: to save the expense: the needless useless, and unprofitable expence, with the correspondent part of the burthen of taxation: and to save, as far as may be the whole constitution from corruption and final destruction: that destruction to which every Constitution in which the Chief functionary is not frequently and regularly changes is in /stand/ continually and necessarily exposed.

    True it is that by this saving to yourselves the expence of actual war you will /would/ in this place save yourselves from so much of the mischief. Of actual war. Yes: for a time /on this condition/ that expence you might save to yourselves. But of preparation for eventual war - that expence I have shewn you - I shewed you at the outset - you could not thus save yourselves, For the half-measures here a question think then what sort of a plan it is that you /your rulers/ would have. Be content they might say to you: we have not done to you all the mischief it was in our power to have done: we have done to you no more than a part of it.

    tomorrow if your rulers and you do not attempt to cramp the population cramp it by

    incapacity or by design if your rulers do not use their endeavours to cramp it: and

    even if they do

    Well but are the proportions - there is the greatest number. Now if as to their

    /the/ greatest happiness of the greatest number which is likely to provide best for

    it? those whose happiness it is or some other person? those who think mostabout it or

    those who think least about it

    We love you better than you do yourselves. So you may say to those Creolians: but do

    you expect to be believed?

    We think more about your tinterests than you do yourselves? So you may say to these

    your kinsmen. But where do you expect to find evidence? among them or among what

    others

    "We understand what is for your happiness better than you do: so you may say to

    these your kinsmen. But let third persons think and say what you will, thin you that

    the persons interested /person thus spoken to/ do you think they will either think of

    say so?

    Thus /Oh yes Such/ is the language of all tyrants when theyy condescend to endeavour

    to become imposters. This is what in /within/ their dispute with the public many is

    assumed assumed in all because by the ruling few It is because they understand so

    well what is for our interests, and we not, that those by whom we are plundered and

    oppressed, plunder us.
