Thence /Thus/ it is that to a pure Monarchy, the epithet /attribute/ pure belongs /appertains/ in more senses than one: it is pure, if not from all corruption: from all corruption /corruptive influence/ applied by or on behalf of the Monarch on those who are sharers with him in power, for the purpose or with the effect of engaging them to betray in his favour their trust /any trust of theirs/ Why? because his power has none to share in it.

    1 or 3 In a mixt Monarchy, as above, the function and use of those of the public functionaries that are trustees of and for the people is - to operate as a check and controul upon the power of the Monarch. In this case it is to the prejudice of the people, and of the people only that any breach of trust on the part of this class of functionaries as such, a breach of trust by whatsoever means - corruptive influence or any other can operate.

    In a pure Monarchy, the people having no trustees no breach of trust operating to the prejudice, or at any rate operating in an immediate way to the prejudice of the people can have place.

    By persons other than the Monarch, the functionaries under him - his public Servants the functionaries under him may be, and /and every where will naturally be/ continually corrupted. But it is not by him that they can be corrupted. Not by him on them can any influence which can with propriety be called corruptive be exercised. To engage them to support his interest to the prejudice of all other interests, no need can he ever have to apply to their breasts the matter of corruption - the instrument of corruptive influence. Whatsoever it is in their power to do in support of such his interest he has it in his power to engage them to do by means of an instrument much more efficient, namely coercive force. The matter of corruption /the instrument of corruptive influence/ leaves acceptance at the option of the party /individual/ to whom it is offered: and by that option its efficiency is narrowed and rendered precarious: coercive force leaves no option leaves nothing wanting to its efficacy. The matter of corruption is a costly matter: the utmost extent to which it can be applied is limited: and the cost of it is a burthen upon the hand /him/ at whose immediate expence it is applied. Of The /Once composed, the/ instrument of coercive force, when once it is composed the application costs nothing: the extent to which it can be applied is unlimited.

    1. First then as to the class of persons liable to be operated upon in the way in question.

    One general description /denomination/ /Trustees/ will serve for all of them - Trustees.

    In the instance in question Trustees for the people

    Under every form of government the situation of trustee has place.

    In a despotic Monarchy, otherwise called a pure Monarchy, all rulers who are under the Monarch - that is to say all besides himself /others/ by whom any of the functions of Government are exercised or more shortly all his servants are trustees for him: what they hold of power they hold in trust for him, as we phrase it.

    He himself is not trustee for any person /body/ but himself: all that are under him all the other members of the community were made for him: this in every such Monarchy is the creed.

    In the Mahometan, the Hindoo and other Monarchies of Asia this doctrine is maintained without disguise.

    In the European Monarchies at large, though /howsoever/ in practice acted upon, in theory it is not steadily maintained, with perfect uniformity and steadiness

In a mixt Monarchy - in a Monarchy in such sort mixt, as that a certain class /description/ of men who are stiled representatives of the people, and who, to a certain extent, commonly are so, are in some way or other sharers with the Monarch, and without his appointment, in the powers of government, these representatives of the people are commonly /frequently/ stiled, and not unfrequently confess or even profess themselves to be Trustees for the people.

    It is of the essence of trusteeship, or at any rate of any benefit than can be derived from it by any person other than the trustee, that by or for the benefit of the principal or principals (as they are called) for whom he is in trust he should upon occasion be removable

    In the English House of Commons, in profession all the trustees are not only appointed but removable by those for whom they are in trust. In fact some of them are But those who are compose no more than a small minority: /a number never large enough to produce any effect:/ the great majority are like the King /just as is the Monarch/ irremovable.

    Besides the irremovable part of the House of Commons we have a whole legislative Assembly - a whole House as it is called, of which all the Members are irremoveable.
