I do not say that while there is one hand /any person/ able and willing to render it the interest of the representatives and other trustees of the people to betray their trust in such sort as to reproduce an absolute despotism /a despotic tyranny/, that trust will not be sure sooner or later to be betrayed accordingly, although no such distant dominion had place: I do not say and consequently that the abandonment /abdication/ of that dominion would of itself be sufficient for ever to prevent the breaking of that same trust. All I say is that by /from/ the preservation of that dominion, the consummation of the breach of trust in question, and the reproduction of that same tyranny will be in a prodigious degree accelerated. will receive certainty and promptitude.

    Thence /Thus/ it is that to a pure Monarchy, the epithet /attribute/ pure belongs /appertains/ in more senses than one: it is pure, if not from all corruption: from all corruption /corruptive influence/ applied by or on behalf of the Monarch on those who are sharers with him in power, for the purpose or with the effect of engaging them to betray in his favour their trust /any trust of theirs/ Why? because his power has none to share in it.

    This has of necessity been already brought to view. Whatsoever be the trust the effect in so far as produced consists in his betraying it or endeavouring or being disposed to betray it.

    On the part of the representatives of the people as such, joining with the Monarch or others in giving support to his particular and sinister interest at the expence of that of the subject many - at the expence of the whole people.

    1. First then as to the class of persons liable to be operated upon in the way in question.

    One general description /denomination/ /Trustees/ will serve for all of them - Trustees.

    Under every form of government the situation of trustee has place.

    In a despotic Monarchy, otherwise called a pure Monarchy, all rulers who are under the Monarch - that is to say all besides himself /others/ by whom any of the functions of Government are exercised or more shortly all his servants are trustees for him: what they hold of power they hold in trust for him, as we phrase it.

    He himself is not trustee for any person /body/ but himself: all that are under him all the other members of the community were made for him: this in every such Monarchy is the creed.

    In the Mahometan, the Hindoo and other Monarchies of Asia this doctrine is maintained without disguise.

    In the European Monarchies at large, though /howsoever/ in practice acted upon, in theory it is not steadily maintained, with perfect uniformity and steadiness
