Love of justice as a separate principle has no place - it is either sympathy for the public or love of reputation: viz. of the reputation of love of justice Love of justice in a person[?] includes an impossibility: [...?] can not but desire a decision in his own favour, just or unjust: he can not desire a decision against himself

A 1. In a King, love of justice is impossible

The greater the power, the less the need, the less therefore the regard for justice

In the heart of no Monarch of nothing that wears a crown, or sits upon a throne, will you ever find any such principle as a regard for justice

By an Eastern despot no such sentiment is so much as professed. The standard of right and wrong the standard of justice itself is the will the everchanging/changeable/ will, governed by the ever changing interest or supposed interest of the despot Where any such sentiment is so much as professed, the entertaining it is spoken of as /brought to view in the character of/ a transcendent virtue, as a matter of favour, by the entertaining of which the Monarch may be admired, but by the withdrawing of which he will not be disgraced, or rendered unworthy of his throne /station/.

If there be a difference, sooner in an unlimited than in a limited Monarch will you find any symptom of a regard for justice: in an Emperor of Russia, than in a King of England In the eyes of the Emperor, the sentiment being matter of merit, transcendent merit - the proof of its influence a manifestation of transcendent virtue, in the character of a work of supererogative vanity may in a well-disposed breast, give birth now and then to a manifestation of it. As it never happens to him to find in the name of /word/ justice any obstacle to his will, there is nothing to set him against it

    Not to speak of probity and benevolence which is altogether out of the question how stands this in point of policy? The manifestation of hatred is it in the nature of it to produce love? While men are men can the manifestation of hatred on the one part fail of producing hatred on the other?

    Oh what a state of things! When the great mass of the people - when all who will not abjure the poor relief afforded by giving utterance to complaint behold in their rulers - behold in their Monarch behold in their pretended representatives the most irresistible the most implacable, the most undisguised and insulting of their enemies!

    Government

    Love of the constitution - love of the Monarchy - Love of the dynasty - love of the Monarch on the throne - how far useful - how far pernicious.

    That there have been times when, as towards all these objects a sentiment of affection considered as existing in the breasts of the people has been well grounded and productive of practical advantage is not meant to be denied. But that this state of things exist no longer & that by the present state of things an affection of the opposite kind is called for will upon examination be but too plainly visible.

    In this government as in every other of which a monarch is at the head the monarch has an interest from and opposite to the interest of all the other individuals belonging to it. To this personal interest by an original by an unchangeable law of human nature by that law but for the observance of which every individual & thence the whole of the species would speedily and inevitably perish he stands engaged to be making a continual sacrifice of that public and universal interest.

    Love then of such a government what is it but hatred of the whole community - of every individual belonging to it except one. To profess a love of such a government is in effect though so far from being so in words - to profess the hatred for all the individuals in the community except one: to exhort men to love such a government is to exhort them to hate all the individuals in the community except one.

    Love of the constitution what is the declaration of such a love but the declaration of war against the people? Love of the constitution - by this is meant love of the constitution as it stands: that is, in the condition to which it has been brought.

    Now mind the object and effect of all this loyal language. The object is instead of trust abhorrence because men to regard with eyes of sympathy and affection the aggregate of all those mischiefs, those

    It is to the heart of a King of England that you must look and to those of the advisers by whom he is surrounded, and all his vices cherished /encouraged/ and excited, it is to such hearts that you must look if your wish is to see examples [...? ...?] of a hatred /an hatred/ an abhorrence a rooted and irremovable abhorrence for /of/ the idea and the very name of justice

    How should it be otherwise? It is in this word that his will finds the only obstacle that it ever has to encounter. To him it is a perfect bugbear, by which he is haunted and plagued /which haunts him/ at every step: to the Emperor it is a mere shadow: a harmless an unoffending shadow.

    In the heart of no Monarch who has the impudence to grant what he calls a Charter can there be any place for any regard for justice

    The King the fountain of justice? is he so indeed? Why then, justice depends upon his will for its very existence. That is conformable to justice that is unconformable which he at any time is pleased to call so.

    The very signature of such an instrument the very act of conferring such a favour is an insult - a disavowal of all real regard for justice. But if such be the very grant of a Charter, what shall we say of /is/ the violation of it?

    Yet where was ever the /that/ Charter /granted/ that was not violated repeatedly and continually violated? Where was ever that Charter granted, the intention the first determination of the violation of which was not entertained - entertained at the time of granting it?
