Nay say they, but this notion, call it delusion or what else you please is necessary to government: and being necessary to government is necessary to good government, without government there is no security, no continued happiness: this delusion therefore, so far from destructive is necessary to general happiness: in a word to all the /whatever/ happiness man in this life is susceptible of.

Necessary to government? Not it indeed. One single example of a government maintaining its existence maintaining it during a certain length of time, without any such delusion, is sufficient to disprove the assertion of such necessity altogether Look once more to the United States. Look there, and for upwards of these forty years you will see not merely in a single example but by a score of examples going on together, government maintained, and of any such delusion not a vestige in existence. Particular component States from which from the first all such delusion was banished, originally 13, now /already/ 22: a grand cluster of conjunct experiments 13 in number, made /instituted/ in the first instance: that great aggregate experiment succeeding without a single instance or shadow of failure, to this additional experiment after /upon/ experiment continually succeeding and uniform success the result. As to experiment the time of it is passed /past/: in regard to government without delusion, the existence of it, and to all appearance as far as the future can justly be inferred from the past the permanent, nay the perpetual existence of it amply established

In all /every/ other governments in every other imaginable form of government the seeds of decay - of sure decay are visible and manifest; in this form of government of which equality without delusion is the leading principle, no such seeds are to be found.

    Conclusion

    1. A form of government in which the interest of the ruling few is in point-blank opposition to that of the subject many is it also absolutely considered such as it is either the interest or the duty of the subject many to continue their obedience to, if by any means they can avoid it? to such a government alone absolutely considered?

    2. Is it, where such government is considered with reference to and in competition with any form of government in which the interest of the ruling few is brought to an effectual coincidence with that of the subject many.

    3. In the Government and Governments of the United States is not that coincidence actually effected? has it not for these 40 years last past continued, and continued to produce its effects in the shape of government clear of misrule in every shape, and in so far as depends on government, on the part of the subject many, happiness without alloy.

    4. In the government in question, be it what it may, that of the United States excepted - that same point blank opposition of interests has it not place?

    These are among the questions to be considered /which call for consideration/ at the present crisis by the Spanish nation - not to speak of any other.

    Conducive, perhaps, to the creation and preservation of Government were perhaps in the early stages of Society the delusions /fascinations/ thus produced by factitious dignity. Be this as it may, no conclusive, nor any approach to conclusive argument even can thence be deduced for the preservation of this delusion with its instruments in the present stage of society. That they are, in various respects, mischievous, has been proved above: that they are altogether needless has been proved by experiment - by an experiment of the most conclusive kind - by an experiment made on so large a scale, and already continued during so long a period: by the experiment made in the whole aggregate of the Anglo-American United States: original number 13: present number already 22. From the several other elements of effective aggregate power in the hands of the ruling few, viz. coercive power in its narrower sense, and money conferring remunerative power, this element has been detached and annihilated, and the result is, the aptitude of the system of government not impaired but improved: whatsoever benefits can ever have been looked for by the creation of factitious dignity remain at any rate after the separation, if not in consequence of the separation, in a state of greater perfection than before

    Corruptive influence

    Public Credit has mitigated despotism: but promotes the establishment of it by corruption

    In a word in every Government in which in addition to a set of functionaries dependent on the people, there is another set not dependent on but independent of the people, the power of the people over those Agents who were originally their dependents will be nullified /overpowered/ /overborne/ by that power which is out of their dependence

    A government thus mixt of this mixt kind has therefore within its texture the seeds of certain dissolution. Pure Monarchy and pure representative democracy, these are the only forms of government which in their texture and barring accidents are capable of maintaining /continuing/ their existence to the end of time: pure monarchy if the light of [...?] /[...?] improvement/ be effectually excluded from it: pure representative democracy under and by the virtue of such light.

    Spaniards the government which in virtue of the auspicious change is yours is still of the mixt kind: and, purification apart, is doomed to perish, and to perish by the means of corruptive influence.

    I shall not on the present occasion enter into those details which would be necessary to the giving /presenting/ to you /bringing to your view/ a compleat as well as correct and clear account of the nature and irresistible force of this same political poison corruptive influence. On the present occasion this topic comes in only as it were by a side wind: since the effect of the Ultramarian claim is - not to give existence to this political poison, but only to give encrease /addition/ to the quantity and efficiency of it, and acceleration to the destructive effect of it.
