Each party /The man on each side/ has moreover an argument when a Corruptionist in possession /expectancy/ which, without much prejudice to his /its/ reputation for sincerity he is /feels himself/ at liberty to make the most of. Whatsoever in corrupt hands might be the tendency or effect of the pretious matter in question if in corrupt hands, in our hands there is no danger in it, for our hands are pure ones.
From the lips of an /a sincere/ advocate of the subject many if in such a place /situation/ any such advocate could be found one short /simple/ observation would remove all difficulty on the subject of quantity and reduce the corruptionists of both classes /sections[?]/ to silence. So applied as you concurr both of you /are both of you for applying it/ in the practice and endeavour quantity is out of the question - it is by the whole quantity of it that it is too much. Not a single particle of good does /is it in the nature of/ any quantity of it, great or small, so applied, to produce: not a single particle of it is there by which in greater or less quantity mischief is not produced.

For as to the quantity of the pretious matter in question it is naturally and essentially an indeterminate quantity. A man in the one situation may require ever so much of it without its being possible for a man in the other situation who admitts that there must be some of it, to prove by any exclusively applicable /conclusive/ arguments that the quantity so required is too great.

In propagating this same delusion both sections of the ruling few, Tories and Whigs Corruptionists in possession and Corruptionists in expectancy, labour with equal sincerity and equal energy and equal sincerity. Why? because in so doing, both parties render as they well know equal service to their respective separate and sinister interests. So far as regards the aggregate of the instruments of felicity and in particular the matter of wealth what difference there is between them turns only on the quantity and the application By /On the part of/ the corruptionists in expectancy by those in whom the /whose/ imposture is most disguised - there obtains /has place/ /may be seen/ generally speaking and in the nature of their case, an endeavour to diminish the quantity of the matter thus applied. Of this endeavour there are two grounds: one is - the necessity of maintaining for themselves a place in the confidence and attachment of the subject many of maintaining on the part of the subject many the opinion that this section of the ruling few have really a common interest and accordingly a common feeling with them: the other is, the sense /a perception more or less clear/ of the decrease which the value of their own expectancy /expectation/ is exposed to by every accession given to /received by/ the quantity of their share of those instruments operating as it does of course in the character of an instrument of corruptive influence.

O yes: in his individual instance, admitted: we have your own confession: what can be better evidence? But against us? against us, the declaration of a man who knows so little of us! and the declaration too of such a man! what can such evidence be worth? The plain truth is this - there is in human nature - there is in the composition of every man a certain portion of benevolence /of regard for others/ - of sympathy mixt with the necessary portion of self-regard. But in no body of men, in no individual man is there enough of this refined ingredient to afford any security for his sacrificing on any occasion the his own personal interest to the universal interest Love of justice is love of security: of that security which is the fruit of justice. But, to enjoy security, a King has no need of justice: greater security than any other man can hope for from justice, he enjoys without recourse to justice: a King therefore has [...?...?] nothing to gain but every thing to fear from justice.
