Spaniards!

You the subject many! You the great bulk of the Nation! never be it out of mind, it is to you I speak, on this occasion as on every other.

From the claim kept up by your rulers in the dominion from the dominion over the whole of Ultramaria itself, if already in their hands, in respect of money no net profit can you receive: no saving can you make no, nor under the Code so much as a single receipt, of the repetition of which you could at any time entertain any well-grounded expectation: This I have already shown you. This was on the supposition of temporary submission and mutual satisfaction in consequence.

At the time when any translation of this may chance to reach you - at that time, whatever it may be, you will see written what narrow limits in respect of extent of territory population and wealth the expectation of any such submission how short-lived so ever can have any tolerable ground.

    When I have thus given you in the way of enumeration only, /without either proof or/ explanation or proof the last of the circumstances in which this aversion has its causes when I have thus given intimation only and no more of those evil effects in your comfort which have for their source the /that/ aversion, discontent, resistance and hostility, as /which/ to your rulers and in so far as you second their endeavours as to yourselves the claim in question to whatever extent maintenance can not fail to be productive - when I have done this, I shall then proceed to beg your /keep before your/ attention to these evils, which in a more immediate way, and independantly of all such aversion on the part of your kinsmen, apply in an individual way to yourselves.

    You have seen a set of supposable resources /sources//channels/ of profit, from which all expectation of pecuniary profit from Spanish Ultramaria to Spain appear to have been derived. You will see that which /although/ in the character of channels or sources of profit in this shape all these circumstances are illusory, /false and delusory/ yet in the character of sources of irritation on their part, and consequent /correspondent/ aversion to the dominion, they are every one of them, but too real and substantial and unavoidable /irremovable/.

    Letter 5: Submission Impossible

    The Causes of Ultramarian repugnance I see in the following evils following The evils /causes/ in question may be thus designated.-

    Cause 1. The new lights and the arrangements made in the Code itself The Spanish Constitutional Code suffices to preclude submission in the forms following. Lights exclude blind submission.

    Cause 2. The whole of the Ultramarian Revenue placed at the command of the constituted authorities in Spain Revenue, all to Spain.

    Cause 3. To the dominion. Appeals from Ultramaria to Spain would be necessary: to Ultramaria they would be a grievance unendurable. Appeals unendurable.

    Cause 4. By distance from the seat of European Government adequate redress of grievances from misconduct of subordinates is rendered physically impossible. Redress of grievance impossible.

    Cause 5. By the dominion every Ultramarian Province would be rendered a prey to /on the occasion of/ every Spanish war with any other Province or with any foreign State. Ultramaria a prey to Spanish wars.

    Cause 6. Under the Code Ultramarian stands precluded from all exercise of even subordinate legislation: thence from all improvement, as well as from all redress, except from /by/ resistance. Ultramarian legislation none.

    Well now - this state of things suppose it to have place in any one of the provinces. When the expence of this military force is defrayed which, by the supposition, the population of the province being hostile, could not be defrayed from any other funds than those created by taxes and paid in Spain, where would be the expected saving in the amount of those same taxes? But sooner or later does it not appear unavoidable that, if any such taxes in the one quarter for the saving of taxes in another be \ZS\ upon, sooner or later, it can not but have place in all the provinces?

    So much as to the prospect of profit to subject many and ruling few in Spain in so far as depends submission on the part of the subject many in the Ultramarian provinces, or rather the subject many and the ruling and influential few taken together.

    Now as to the prospect of profit to subject many in Spain in so far as depends on submission on the part of the ruling and influential few - the ruling class in these same provinces.

    From official emolument from official situations with the profit /emolument power/ and honour attached to them but more particularly the emolument (for upon power and honour alone how preeminent /transcendant/ so ever man can not live) from this source can any adequate benefit in any shape adequate to the probable expence as above be reasonably be looked for in Spain by the ruling few?

    The answer ventured /hazarded/ has already been in the negative. With exceptions to a certain extent /but/ constituting a small amount in proportion to the whole, antecedently to the change the whole /great/ mass of official emolument afforded by /attached to the duty of which are performed/ offices possessed in the Ultramarian provinces had in fact and practice been conferred to Spaniards: to men altogether unknown in the provinces in question, and sent out from Spain for the /undisguised/ professed purpose of receiving that emolument in the provinces at the expence of the inhabitants.
