'. Representation no security

Such /This/ then is the state of things, in which alone any security that can be alledged /produced/ is an adequate security either /in favour/ for the Ultramarians against misrule under the Constitution would if it had place be to be found. An arrangement proposed in the character of a security to the Ultramarians against any measure that can be /liable to be/ devised by the Constituted authorities in Spain sitting in the Peninsular /Spain/ and really chosen by the inhabitants /population/ of Spain for the sacrifice of the interests of the /population of/ Ultramaria. And the men, at whose hands and by /from/ the exercise of whose power this security is expected /to be looked for/ who are they? Men chosen by those to whom the security is to be afforded? No: /on the contrary/ but men the only men against whom the security is looked for: men who are respectively indebted for this their situation are indebted - not to those whose Representatives and even whose Deputies they are stiled and profess to be, but [...?] it is not known who, of this or that one of your Rulers - of this or that one of the men in whose enterprizes whatever danger there is will have its source as if in a war the garrison were appointed by a beseinging enemy: or, if pardon the allusion /pardon the allusion/ - it is of situations that I speak not of personal characters with respect be it spoken, as if in a town the watchmen were to be appointed by the thieves.

    Five if in a Preface. In regard to matters of fact the nature of my situation can not but have led me into error to an amount more or less considerable. Your evidence will make such allowance as shall be found due.

    '. Representation no security. By no share that is or can be given to them in the composition of a body of representatives of the people sitting in Spain, can the Ultramarians be brought to a willing and permanent submission to the dominion.

    Spaniards!

    By the Constitution, as it stands, an effectual security is given to the Ultramarians against the being taxed for money to be sent to Spain to contribute to the opulence or force of the peninsular, or to bestow it upon Spaniards sent from thence. This, I flatter myself I have rendered sufficiently manifest to you: an effectual security, namely that under the Constitution, unless the latent despotism has to be deduced from it, be considered as a part of it, no pecuniary contribution can be received from them without their own free consent: This /which/ consent, no adequate inducement being before them, they will not continue, any of them, if ever they begin, to give.

    But having already in their hands this security, and this so effectual one, against all taxation, no security which by a share in the composition of the Spanish Cortes is, or could be given to them, would be of any value in the eye of an uninterested observer, still less would it be in their eyes.

    In the case of several of the departments /establishments/ great care /anxiety/ is manifested to confine to nations the objects of desire respectively attached /belonging/ to their great anxiety to shut the door against strangers. Such is the letter: but so far as so far regards the population of the distant Ultramarian provinces, the effect is by no means conformable to the wish /desire/ expressed by it By /From/ the exclusion put in the case of the Ministers of State, the population of the distant Ultramarian provinces can not be stated as desiring any benefit: for small indeed is the probability of there being taken /chosen for the objects of these/ in any considerable proportion by the Council of State the seat of which is fixt in the capital of Spain.

    Not much greater benefit can they be considered /stated/ as reaping from the other exclusion which regards offices belonging to the Administration of Justice /Judicial department/. Little or no expectation can any native of any of those distant and [...?] regions of ever being chosen to fill in Spain an office belonging to the establishment in Spain, which on the other hand the inhabitants of those same distant provinces were /can/ not but be in the first place in the continual habit, in the next place in the continual expectation of seeing a part /in a portion/ more or less considerable filled by swarms of Spaniards sent /as before/ in the first place to find subsistence and in the next place if they can to make fortunes at the expense of the subject population of those distant desires subject many and ruling few together but more especially the ruling few whose property will afford the richest prey to the harpies of the law.

    1. Foreigners in Cortes

    '. By the share given to Ultramarians in the representation real injury is done to the really Spanish people Ultramarian representation hurts Spain.

    Spaniards!

    You have seen how real and how heavy is the injury done by this claim to the people of Ultramaria: how heavy, and thence and therefore how intolerable to them: how intolerable to them, and thence and therefore how ruinous to you if you suffer your Representatives to persist in so hopeless an enterprise as that of forcing their submission to it how ruinous to yourselves. You have seen that, /A moment's patience, and you shall see,/ against this injury to them, no real security is afforded by the share given to them in the Representation - in the composition of the Cortes, by which in conjunction with the King, the Kings Ministers, and the Council of State, your affairs are managed.

    But while to them that share in the composition of your supreme legislative assembly affords no security no advantage in any shape, to you it can not fail to work the most serious injury. Applied to your case it is a violation of the first /fundamental/ principle of the Constitution:- a weakening of the principal security provided/ /afforded/ by it: that of not being taxed or in other respects legislated upon but by Representatives /Agents/ chosen by yourselves.
