See if this no be the case. Ammunition you have none: (a) Well then, forbear to provide that quantity which, but for the
cravings of the daemon, you would not have thought of providing: so forbearing you
produce not in any human breast any sense of suffering. So forbear in regard to stores of all sorts: so forbear in regard to men: to men for
the army, to men for the navy -
to men for every other brand of the service, to which the demands of the daemon would
be addressed.
You have or have not at present as yet you Council of the Indies. You will want no
Council of the Indies. But, like other men, the members of the supposed quondam
Council of the Indies will want subsistence. So with the present possessors of every
permanent fund, which to supply the more imperious expenses of the State you
extinguish. For all this you will have your rules: rules by which the great
controversy between the present and the future will some how or other be ended. It
belongs not to the present purpose to touch upon these rules. All that at present I
need by you to remember is - the daemon of ambition can better bear fasting than
human creature can: the daemon of ambition although he has the daemon of slaughter in
his belly: and that in the war I am waging against these daemons, I have King, Clergy
and Public Creditor[?] on my side.

You will want no council of the Indies when you have no Indies. But, like other men, the Members of the existing council of the Indies will want subsistence. So will the present professors of every permanent fund, which to supply the more imperious exigencies of the state, you extinguish. For all this you will have your rules: rules by which the great controversy between the present and the future will, somehow or other, be decided. To touch upon the field calls for those rules, belongs not to the present purposes. All that at present I need beg you to remember, is - that the demopn can better bear fasting that any human creature can: the demon of ambition although he has the demon of slaughter in his belly: and that which with my p[ublic means for the war I am now waging against the [...?] of [...?], I have King, Clergy, and Public Creditor and I hope the Soldiery on my side. @. Aug. 17 Emancipation Spanish '. 11 Particular interests adverse Retrenchment To pronounce on the comparative claims of these several /the three intessigible/ interests are compared with each other belongs not to the present occasion. What belongs to the present occasion is to represent to you how utterly untenable the interest of the daemon is when compared with any one of those three human interests. [...? [...?] that whatsoever may be the justice of these claims as compared with each other, it is incontestable as compared with his and whether the force that belongs respectively to these several interests is friendly /subservient/ to the universal interest it is unquestionably subservient to the universal interest in so far as it stands opposed to whatsoever force the daemon may be capable of acting with in human breasts. The Public Creditor it has been seen has an enemy in the Daemon - the King has an enemy in the Daemon - the clergy have an enemy in the Daemon. Not a maravedi can be sacrificed to him but must be taken from one or other of them. Let but their eyes be open to this their true and uncontrovertible interest, they will attack him with united force, and his power will be at an end.

Aug. 17 Emancipation Spanish '. 11 Particular interests adverse Interests adverse Retrenchment Add to these that other particular interest whicfh is here in question, namely the interest corresponding to the [...?] of the dominion in question - an interest for which, unless the ruling few will acknowledge it as their particular interest not being able to find any one individual whose interest it is, I can find no owner other than the daemon of ambition, has in trun four conflicting interests, each of them contending against all the rest, each of then striving to ward off for itself, each of then consequently striving to direct upon and against all the rest the retrenching system. Either the country must be reconsigned to the expelled despotism, or left a prey to anarchy, and devoted to universal destruction, or a portion of one or more of these particular intersts must be made sacrificed to the universal interest: whatsoever money is given or left to each one of the four interests must be taken from one or more of the three others. How than are those vast partners /members/ of the community the interest of each of which stands in a state of direct hostility to that of the daemon: the /namely/ public Creditor, the Monarch Royal favouites /representatives of the Monarch/ and the whole body of the Clergy. Having this interest in common, all these in so far as they see, comprehend and perceive each of then has his own interest will concurr in opposing with all their force the demands of this same daemon, the daemon of blind ambition with the daemon of slaughter in his belly.
