As to the emancipated children after parting with whom the royal

fathers found himself so well at ease,- could he but have prevailed on the necessary

instruments to work on, but of Kings (for by whom could this appellation ever be

refused to the husband of the trustfullest of Queens?) but of Kings would have

drained England of the last man and the last farthing, rather than have unsubdued and

unpunished any such acknowledged benefactors. All this is human, and of cours, more

particularly, regal, nature: pride forbids the confession of miscarriage: love of

power forbids the parting with any the least scrap of the fascinating appendage, how

troublesome so ever, so long as any the faintest hopes of keeping it can be kept:

effectual remedy: unsupported, unrestrained, by any local legislature, every Governor

so situated is either a cypher or a tyrant: distance, even without the help of

Articles from 314 to 337, would suffice to reduce him to this alternative: the fault

would be his if of the written documents capable of testifying against him, any

remained unarrested and undestroyed: of witnesses any that reached Europe: any that

were not either destroyed in a dungeon, detained in a dungeon, or rendered meek or

favourable to him by corruptive influence.

While the pen is moving, a paragraph in the Morning Chronicle lies before me: date

of the paper 30th. April 1822: date of the latest intelligence from the army of

Bolivar at Rosario de Cucuta in New Granada 18th October 1821. On that same day,

suppose oppression at that same Rosario de Cucuta, by what time were New Granada

still loyal - by what time through Secretario del dispatcho para Ultramar and

Gobernacion and Gobierno and King and Cortes and King and Council of State and

Gobernacion again and Gobierno again, and Secretario de dispatcho again, and

secretario del despatcho de Marine, and Captain of the Government vessel, if there be

any such that is fit for use, when shall relief attach upon it?

Think of evil in all its forms - think of evil in all its sources, physical and

political: eathquakes, inundations, fires; hostility within, hostility from without:

hostility from neighbouring colonies: hostility from distant mother countries: evil

from inaptitude in the legislative system: evil from the non-existence of a local

legislative authority: evil from inaptitude in the administrative department: evil

from inaptitude in the judicial department, think of the slowest pace of evil in all

these shapes from all these sources: think if it is from Spain they are to come - think of the quickest pace of relief or remedy. If

death is to come to me from Spain

may it come to me: (prayed somebody to whom Death would not, it seems, have been a

welcome visitor). O yes: and Death being the looked for

visitor, not without reason. But had it been Relief - from

Spain of all countries - from Spain would it have been called for?

V Case IV. Subjection uncontested; supposable purchasers, the

inhabitants: the money, redemption money.

No fairer promise do I see in this case than in the case where the

subjection is in contestation. In that case by the supposition a sort of government

is in existence; in the instance of a part more or less considerable of the

inhabitants in this case, by the supposition there is no such thing. A Commissioner

from Peninsula Spain would have in the first place to form a body with whom he might

treat: a body on whose recommendation the inhabitants would /must/ for the purpose in

question be disposed to tax themselves. But suppose it formed, no sooner were any

such propositions made them if I am not much mistaken /do not much misconceive the

matter/ if they would not desire to be excused. Wherever they are, and whoever they

are the Commissioner will find them with your Constitutional Code in their hands. For

answer they will treat him with a sight of Article 8 th and they

will say to him - Very well, Sir: we will give you any number of dollars that you

please: but at the same time, right being on both sides equal, you will be pleased to

place exactly the same number of dollars in our hands. Counting dollars is a tedious

process: a shorter one is a pair of mutual receipts or releases, which you please. In

an arrangement of this sort - an arrangement than which nothing can be either more

simple or more just, we are ready to bear our parts as soon as you please.
