Neither in the writer of Baron Humboldt, nor in any other account of any of the Ultramarian Provinces, have I found any mention made of any such census as being in existence.
For the purpose of the argument at any rate, I can not but be allowed to suppose the existence of one such Province, in which at the time when the deputation from that Province be formed no such census in existence.
A circumstance that gives additional reasonableness to such a supposition is - that if the case be, or as I am inclined to think it will be seen to be that without the existence of such a census in the province no Members /deputy/ can by /under/ that province be returned to that Province, and of there being about the time when such deputation should be made, a person who not choosing that any such deputation should take place should happen already to have in his hands, or the faculty of getting into his hands that same indispensable measurement, the probability of the existence of that same Census at the time in question is not /can not be/ very great.
