In any Ultramarian Province, in which there exists not any Census can any Provincial Deputation have been formed, that is to say elected antecedently to the time when a deputy or set of Deputies from the Province to the Cortes have been elected.- I see not how the apparatus can have place.

Let us see the several territorial divisions one within the other like a nest of boxes of which on this occasion and for this purpose insertion is made in the Code: beginning with the smallest.

If we begin with the smallest in the first place we see the Parishes. These smallest divisions have place. I take for granted, all Ultramaria now, wheresoever there are any inhabitants. For if any part of that extent there are inhabitants not inhabiting within any Parish so far the foundation of the whole system fails of extending iteself. Inhabitants thus circumstanced are not Electors any where: they are not represented represented within the Cortes or in any of the intermediate meetings.

Of the several territorial divisions, this the smallest - the elementary division - has its name, the portion of territory thus denominated has its already known human[?] limits.

In each of these elementary divisions two meetings are ordained: 1. a meeting of all the parishoners - that is of all the citizens resident in the Parish, by these a body of men chosen in 21 or 31 in number are elected under the name of compromissarios. By these chosen Compromissarios one Elector is elected an individual are elected Provincial Electors, one two or more, as the case may be, namely those Parochial Electors, by whom at the capital town of the next most [...?] division, the Partido in which the several Parishes are included, an election of the person or persons, by whom at a meeting composed of the Electors from those several Partidos in the Province, the Election of a Provincial deputy one or more from the Province to the Cortes is to be made.
