7. Assurance of the existence of a Newspaper to be set up immediately on the

landing: with such assurance as can be provided for the liberty of the press: -

and that - not merely against the Governor; but also as against the Editor,

supposing him to edit the paper on his own account, and without being in a state

of known dependence, under the Governor. Provision against this abuse would be

matter of no small difficulty, and to be rendered effectual would probably be

found to require arrangements running into considerable detail
