Memorandum. To the transcribed copy sent to Greece was added in J.B's hand,

paper the same as this a brouillon sheet in which was commenced a warning

against the five sinister appetities with which the probity of the Greek

Legislators would have to maintain the contest: viz. for 1 money 2 power 3

factitious honor and dignity 4. vengeance. 5. ease: contrariety of interest

between them and their principals noted: expence minimized the end in view on

one side; do maximized, on the other: and that probability of appropriate

aptitude was not directly but inversely as the ”value• of official pay accepted.

Memm. 2. What was said in the paper against the division of power system on the

subject of the amount of the interest of the English National Debt and the

annual expence of Government may perhaps require correction: viz. by notice to

be taken of the expence of management, and of the interest of the unfunded debt.
