6. That if, at the time of such concurrence on your part as above, there be
already a maritime force belonging to the United States cruizing in the
neighbourhood of Tripoli orders be sent to all commanders thereof then and
thenceforward until further order to execute any such instructions as shall have
been given to them in relation to this object, by Consul of the United States
such Your Agent as above
7. That, in case of the setting up of the standard of liberty by myself or any
of the constituted authorities of the State in prosecution of the plan
hereinmentioned instruction be given to Your Consul and the Commanders of Your
forces to make known in the most effectual manner by [...?] manifestosand
otherwise, that they will not at any time take permanent possession of the
country, or (with such exceptions if any, and on such conditions, as shall be
mentioned) any part of it, nor interfere by force or menace, direct or indirect,
in the election of any representatives which it may please the people to choose,
and that if necessary they will maintain the perfect freedom of all such
elections to the utmost of their power: and that with the exception of what in
case of necessity would be done by any man rather than perish no violence will
be offered to the person or property of any individual by these auxiliaries
other than what may be indispensably necessary for the support of the cause for
which their assistance is called in. To any assistance to this effect I, and any
party operating under my direction, in prosecution of the plan hereinabove
explained, will give concurrence, certifying to the people our persuasion that
the promise will be punctually observed.
