?.8 Preliminary steps proposed to be taken by the U.S. Executive in case of

concurrence.

Under this head what I have to propose is as follows:©

1. That, in case of your not, deeming it fit to make communication of this

address to your Cabinet, you would be pleased to signify as much to me, by the

earliest opportunity, by letters addressed as hereinafter mentioned.

2. That, in case of your laying it before your Cabinet, should the determination

lie in the negative, you would be pleased to give me information in like manner.

3. That, in the event of their determination to enter into any measure, in

consequence of this proposal, you would be pleased to inform me, ”what• it is,

and in what ”events• and on what ”conditions•, that they regard themselves as

able, and feel disposed, to do, in furtherance of the design proposed.

4 That, thereupon, with as much dispatch as may be, you would be pleased to give

instructions, to your Consul, or some other person at Tripoli, to enter into a

confidential and secret intercourse
