But now then at any rate comes the question who - what sort of men these Representatives are to be.
That they should have been chosen with a view to any such plan as that of possible equalization as above has not been found in any degree probable. but if not for the sake of mischief in that shape, in what other shape it is, that under the system of Universal Suffrage it should be the wish of the people or any thing approaching to the Majority of the people to entertain any such desire as that of seeing mischief produced seems not very easy to imagine.
Not having then, any determinate and assignable desire to see mischief produced - produced by the Instrumentality of their Representatives what are the qualities which in this new state of things the people may with most reason be expected to wish to find in the breasts of these same Representatives? Answer - Those qualities by the manifestation of which taken altogether the aggregate interest of these same Constituents affords the fairest promise of being advanced. But of these qualities, a description sufficiently clear, correct, and compleat with a view to the present purpose has it is hoped been already given: there, the three[?] several qualities constituted of appropriate aptitude.
