notwithstanding

contest: some even, to whom it would be so by reason of the contest: and that, not only in case of success to their side of

the contest but even in case of failure.

On the other hand, among those to whose interests, on some accounts, or in certain events, the union, and the

endeavour to preserve or reestablish it, according to circumstances would be beneficial - there are those to whose interests, on certain

other accounts, and in certain other events, such endeavour would - not only in reality, but not improbably

in their own eyes respectively - be detrimental. In all

these several instances, then, should that pursuit, which is in reality detrimental

to the persons in question, be so in their own eyes,- in so far an example would have

place of the coincidence above spoken of between universal interest and particular

interest: and the persons in question would, each of them, while pursuing, as to this

point, his own particular interest, be, at the same time,

by every opposition made by him to the more extensively pernicious pursuit, be

pursuing and giving his support to the more extensive

interest.

Let us look out now, for the classes, to whose particular interests,

the union, in so far as it had place without contest would

in a greater or less degree be beneficial. The following is such a list of them as I

have been able to make out.

I. All functionaries, possessed or not possessed of power, to whom,

in possession or expectancy, the

union holds out a promise of any addition to emolument: to the emolument attached to

their respective situations: whether in the way of direct receipt, or in the way of

patronage - whether by each mans own hands or by others of his appointment, makes in

this respect no considerable difference. To this list may in a more particular manner

be referred the following:- those functionaries and their denominations I take from

Your Constitutional Code Art. 222. as far as it goes

1. The Secretary of dispatch for Ultramaria, and his subordinates: viz whether in

respect of directly-received emolument or patronage, or both.

2. The Secretary of dispatch for Mercy and

Justice, and his d o. in respect of do.

3. The Secretary of dispatch for Finance,

and his d o. in respect of o..

4. The Secretary of dispatch for War: and

his d o. in respect of d o.

5. The Secretary of dispatch for Maritime Affairs: and his

d o. in respect of d o.
