In the transaction between an individual and government what then is the true criterion and distinguishing mark[?] betwe[?] the good and the evil /[...?]/? Not this that the individual receives a benefit, but that the benefit he receives has for its counterpoise and overpoise a burthen /of [...?] weigh/ upon the rest of the community: the burthen to the whole greater than the benefit to the one.

And if this preponderance on the wrong side of this balance on the evil side of the account what is the cause? That whereas in the case of a good transaction the matter has been so managed that the interest of the individual has been made to coincide and identify itself with the interest of the community at large: his individual interest with his share in the universal interests: whereas in the case of the evil transaction matters have been so managed that the interest of the individual /which the individual/ has been in opposition to the interest of the community at large, such is the form given to the transactions, that he has found in himself a power /facility/ of making that sacrifice of all other interests put together to its /his/ own individual, particular, and by its opposition to the universal interest, sinister, interests.
