Well then here is a fund of reward - and that naturally a well proportioned one naturally attached to extra meritorious public service: a fund of reward in virtue of which setting aside all factitious reward, really meritorious service, really extraordinary and really rendered to the public is not much in danger of going when produced altogether unrewarded, nor meritorious service of the like nature in future altogether unencouraged.
Add now the mass of factitious reward whether in this or in any other shape flowing from the naturally and unavoidably /necessarily/ similar source in question, and observe the effect.
By the factitious reward, in the present state of the public mind, esteem, respect, reputation and by that means the good things of the world in all their other shapes are conferred in a quantity more or less exceeding the utmost quantity in which they can be received /derived/ from the fund of natural reward.
But of factitious reward in all its shapes - and in all its shapes the matter of good is the good things of the world in all their shapes are capable of being and are in use to be applied to this purpose - of factitious reward the /almost the whole/ fund is at the disposal of those {hands} of persons in those situations in which as matters stand at present the forces of sinister interest is sure to be in so /so decidedly and constantly/ great a degree predominant over the /all/ regard for universal interest.
