In the case of Barnstaple it has been said I see that of the whole number of persons entitled to vote there is not one who has not been proved guilty: i.e. to have received money for his vote or made known his readiness to receive it. Supposing this to be correct, of course, the evil here in question has not in the individual instance of this borough, any place.
