'.10. no Improvement or redress for Ultramaria.
Placing yourselves thus in the situation of the Ultramarians think of the course of vexation and suffering which you would have to go through.
In the first place no relief at all could you have till the time necesary for messengers to and from the ruling country /seat of government/ had changed.
In the next place where the application arrived at the seat of government the persons who would have to decide upon it and frame the arrangement in consequence who be persons who by the local situation are precluded from the obtaining any conception of the case of themselves, and would thereby find themselves reduced /subjected/ to the necessity of obtaining it from the report of others: from a report to any imperfection of which, whether in respect of clearness compleatness or correctness, it would not be possible for them to apply a remedy.
In the next place the /these/ persons on whose decision the arrangement would have to depend, would be persons who would not by an uncalculable amount have in respect of [...?...?] the physical possibility of taking cognizance of more than a part of the whole mass of reports, perhaps not of any the smallest part: and even though they be toward[?] the whole, would neither have the time necessary for conferring on the subject with one another, or of considering of it by themselves.
