Continuation of '.3. or else '.4 By the details of the Code the power over Ultramaria is paralyzed; Sole resource for the continuance of it, despotism.

The Ultramarians, supposing them any of them acquiescent in the first instance, could not I have said - will not if they are men not continue (any of them, for any considerable length of time, in a state of submission, to any such arrangement, as the Constitutional Code arrives at. Let us see whether they can find any difficulty in avoiding it. Under the Code I can name such as the facilities for evasion which it has provided. Under /According/ the Code, I say: unless it be said that along with those facilities, a despotism by which they will be taken away was meant to be provided, and that too under the Code. First then as to the facilities for evasion. For evasion I mean of the efficacy of the arrangement, namely pecuniary arbitration. For as to the reception of the swearers, working bees and drones together which it is proposed to pour in upon them from Spain, when arrived in Ultramaria if no honey is to be for them, the physical faculty of passing over will not be much use to them, and whatever reception they may meet with they will not be much the better for it.
