?.8. Preliminary steps proposed to be taken by the U.S. Executive in case of
concurrence.
Under this head what I have to propose is as follows ©
1. That in case of your not deeming it fit to make communication of this address
to Your Cabinet, you would be pleased to signify as much to me by the earliest
opportunity by letters addressed as hereinafter mentioned.
2. That, in case of your laying it before Your Cabinet, should the determination
be in the negative, you would be pleased to give me information in like manner.
3. That in the event of their determination to enter into any measures in
consequence of this proposal, you would be pleased to inform, what it is, and in
what events, and on what conditions, that they regard themselves as able to do
and feel disposed to do, in furtherance of the design proposed.
4. That thereupon, with as much dispatch as may be, you would be pleased to give
instruction to Your Consul or some other person at Tripoli, to enter into a
confidential and secret intercourse on this subject with me, and in case of my
absence with any such other person or persons as in that case I shall have
appointed: of which appointment notice shall accordingly have been given on my
part, to Your Consul or other such Agent.
